AI gets Free Religion without Education?

I'm currently playing a game where in the last turn WvO went free religion from Confucianism, but he's currently still researching Education - I thought Free Religion required Lib for which Education is a pre-requisite? Or has he just gone to No State religion which the game has labelled Free Religion wrongly?

The Shwedagon Paya wonder allows all religious civics. He must have built that.
