Is it possible to create a mod that allows you to control your city-state allies' units?
It is frustrating to gift them units only for the AI to do stupid things with them such as embarking them.
The most direct way to do this would be an option to take an allied City-State's turn for them, allowing you to control their units.
What do you think?
