annexed city state, been like 100 turns, cant build roads

cannot build roads or buildings. have a court house.

I am pretty certain it is a bug. My workers or great persons will attempt to make something in that area and the next turn they stop. Can't build roads, chop down forests, or anything else. It happens in city-states and civilizations. Also as its new area grows I can not build anything in it either even when it links up to other cities. In fact if it links up with another city it will cause it to bug those tiles about 3/4 of the distance between them towards the other city. It is happening all over my map.

I have not downloaded the community patch. I will do so after I finish my game and see if it is still happening.
