Is the prompt the only way to acquire Founding Fathers? I have an overabundance of points (its my first game and its on super easy so I have tons of points) and it no longer asks me if i want to add any new founding fathers. Is there a way to ask them to join you by clicking on them or something like that? Or is there some way to burn my stacks of points on something else so the prompt will come back?

The Founding Fathers volunteer themselves for service, there is no way of specifically asking them to join you. There are five different categories of Founding Fathers, each with their own FF points system and you can see a full list and your current points with F6. Usually you do not have enough points to attract all the FF you want to have in your Congress, but it is possible late in the game to be in the position where there are no more Founding Fathers available and the points continue to build up for no purpose.
