I don't know if there are game rules that I am not aware of or not, but whenever I try to use auto-bombard either by clicking on it or by pressing shift-B it *always* prompts me for bombard next turn, even if an enemy/city is still in the square I wanted attacking; there wasn't a problem in 1.15, it worked well; have they changed the rules?

Try using auto-bombard with your bombers, they should be far enough from the front lines to not get disturbed by ennemy movement. If you still get the problem with the bombers, then yes something isn't right.
