barbarian pirates?

barbarian pirates would add a lot of color to the seas besides just the occasional galley around a deserted island. they could roam the seas, and even go as far as blockading your ports. with pirates in barbarian form, one couldnt figure out who was pillaging their coast just by looking at who has the required techs.

seems reasonable and easially doable, any comments and sugesstions?
 
I agree with that, I find Navies to be under-rated in this game, considering you need a good navy now adays to be able to compete at war.

It seems the most people do early game is built 1-3 Galleys/Tiremes to explore Islands, on most map types, that is.
 
In Civ1 and Civ2 there were barb pirates. They had frigates if I recall and actually landed a raiding party sometimes. The barbs should have pirate ships that harrass you.

Another naval feature I would like to see to stop the surprise naval attacks is give each naval unit a "zone of control" equal to at least half its movement points where if an enemy ship crosses inside it, the ship would have an opportunity to attack. I hate having my ships out patrolling the ocean to see the enemy galleons escorted with only a few frigates break through my supposedly superior navy. In real life my ships are not just going to watch the enemy armada go right by. England would have almost no hope to defend itself from the Spanish Armada in this game as your naval ships just watch the enemy stack go right by, or maybe the enemy has to defeat one ship in your blockade and sail right through. That is ridiculous. This idea would work even better with modern ships like destroyers. It is far too easy to launch a surprise naval invasion without having any of your ships attacked. Naval invasions should be really risky but as it is now they are too easy to accomplish.
