best way for creating a new mod?

hi guys.

i guess everybody who wana create his onw mod / scenario comes around with a idea. some units/ era/ wanted game feeling. in the end he wants to have a functional/ maybe ballanced mod.

but. beside having the matching grapfics and so on. how to get trough the albyrinth of posible ways possibilities ...

where to start best?
whats better? a empty biq or the original biq and then custom that. ?
how important is it to calculate things? stats for units... terain bonusses ....?
are there some traps?
what could be done to prevent from geting lost during the process?
...

whats better? make every unit by unit or first think bout unit lines and so on?

when is the best point of time to add UU of the civs?

i wanna collect some conceps of " how modding the biq" for myself. i always have some ideas and then i get lost inbetween the possibilitis.
 
The way I keep myself from getting lost in all my ideas is to focus on one area of the mod at a time. I personally like to start with the units, and then improvements, and so on. So just work out a routine for building a mod that works for you and stick to it to prevent your mind from wandering.
