I have another question why on hell when i try to load a scenario does it bring me to the year 4000 BC with a settler and one military unit, regardless of the scenario? I can get mods to run fine now since i only keep no more than 4 installed at a time, but what am i doing wrong with scenarios?
At first i had problems with mods, and now scenarios. mods as long as you activate them and don't have 10 installed, they should work fine. You then click on the proper map after clicking set up game. Scenarios all of a sudden are my problem, clicking their map after set up game brings me to the year 5000 BC and one settler, one archer
All civs can technically peacefully annex a CS, though, using a venetian great merchant (in a similar way in which anybody can own a khan.)I'm fairly certain only Austria and Venice can peacefully annex a CS (Venice by sending their unique Merchant to buy it, and Austria through decision after being allied for a certain amount of turns).
For everyone else it really comes down to how important a CS can be to you depending on what they give at Friend and Allies tiers. Also if it's worth permanently denying the same advantages to enemy AI. I like to let Mercantile, Faith and Culture States live as long as I can with good relations for their Happiness, Faith and Culture boosts to me, and Maritime early on to help with growth with their Food boosts. But if there's a State that a rival AI has an obsession with trying to keep for their own, I might consider wiping it out, or acquiring peacefully if I'm playing Venice (never played Austria).

I meant if you complete Patronage tree and you are lucky to receive a Great Merchant of Venice?
