There is some scaling issue for the Poison Water and Foment Unhappiness spy missions in Marathon speed, bringing their values to levels equal to or greater than a nuclear strike. Below is a link for a small band aid fix until the release of a new patch for those who play exclusively on Marathon. It drops the values for Poison Water and Unhappiness from 8 to 4. So instead of causing 24 unhealthiness for 24 turns (or unhappiness), it should cause 12 for 12.
Remember, this is for Marathon only. Any other speed is likely to render these missions too weak.

This mod is no longer needed. Solver's unofficial patch resolves a number of issues, including the incorrect scaling of these two spy missions on Marathon. Please look there for your resolution until Firaxis releases their next patch.
