Well, that was interesting.
The first 3 times, it seemed I could not found a religion. So I played again. Four different religions entered 6 of my cities before I finished Code of Laws in the game I played this morning. This time I was able to found a religion.
I guess this means that I really didn't found Code of Laws first the times this happened, even though it seemed to me unlikely considering that there were not the usual 5 religions I would expect on the religion advisor page...
