(Bug) Capital will not grow more than 22

My Capital pop seems to be stuck at 22. It's done this for 5 turns now. This is my first game on deity but i'm assuming they wouldn't throttle growth on the hardest level. Every turn my city shows 1 turn until next citizen however it does not appear. Progress for citizen reads 186/186 every time. The number of working citizens+specialists=22 so there's no error there. Is this a bug or am i missing something?

Here are screenshots for turn 102, 103 and 104 to show exactly when it happened. Turns out that this was happening for more than 5 turns, it's been 10 so I can assume that I'll never get to 23 pop, again, unless I'm missing something...

You've ticked the "Avoid Growth" check box. Untick that box and growth will resume.
