I have also tried to access the Civ IV War Academy in recent weeks to no avail.
All Civ IV War Academy articles originally came from this forum (Civ4 Strategy Articles). Many of these articles are more up to date than the Civ4 War Academy articles. The only advantage of the Circle War Academy is its really nice topical structure where all related articles are grouped together for easy web link access.
You may have to do a lot of browsing of this forum's list of articles, but you will eventually find them all here in pages and pages of listings, in reverse chronological order of the last comment post to the article. Sometimes those comment posts have more useful information than the article itself, which isn't always maintained by the original poster.
