Can my workers repair fallout in city states?

I nuked an occupied city state and set it free but its covered in fallout. I wanted to clean it up for them, but don't seem to have that option. Is that true? I guess I can give the worker to them and hope they clean it up themselves, but just curious if I am missing something. Thanks for any guidance!
