No matter what I do I can't build the mind flower. I click the item in the queue, the black circles come up, I click one of the black circles...and then it's as if I didn't select anything at all. Goes right back out to the map as if I didn't do anything at all. I literally couldn't even finish a turn because it would force me to change production to something else.
To be clear, I understand it's a tile improvement and doesnt work like a normal building - but I can not build the tile improvement no matter what. Ive tried a dozen different locations, from different cities, different tiles, blank tiles, tiles with workers, tiles with xenomass, etc....
