Can't Build Oil Well

I have researched Biology but my workers and work boats don't have the option to build an oil well. I am on snow, desert and coastal tiles, but nothing. Playing Brave New World for the first time. Never had this problem before.

Help please

Work boats don't get the ability until Refrigeration; this was also the case in G&K so shouldn't be a new issue if that's what's causing trouble.

As for the others, the obvious thing is to check there is actually oil on the tile! If so, all I can say is that I haven't had the problem - my oil wells work fine, I just seem to have a general shortage of oil to drill for in my games.
