Can't Place Initial Garrison

I was looking up some OW guides on YouTube and came across this video but I can't select the title I want to place the garrison on. The video is a year old but everything else in the video works the same and I was wondering how you placed your garrison changed or was removed? The in-game wiki didn't mention anything about being able to place your initial garrison either.

I also had this problem. There is another video that shows how to mark future improvements. If you do this with the garrison you can place it where you want it.

PS: it also works with the Fair if your initial city is from the Traders family
