Cap on AI players?

Not sure if this is civ4 or mom xtended issue but is there a cap on the number of civs on a map? I tried starting a map with a lot of civs but only 8 spawned..

There is a cap, but it is very high. What map did you use? Some maps have their own placement scripts that might invalidate starts so that there is very few civs that can be placed?

5 players seems to be the limit on goblin size, tried several maps.
