In my game, the AI got gifted Steam Power, hooked both sources up, and then traded to a Friendly AI before giving me a chance.
A similar thing happened to me with Aluminum. Two AIs had two sources, but on the same turn they got it, they traded away one to others. A long while later, I was finally able to rectify it, because one of the trades was with Ivory.* So I gave them the tech that obsoletes it, and was finally able to get Aluminum
So many things can go wrong in a game like this. I built the National Park, so Coal wasn't a huge deal, but without Aluminum you have no chance whatsoever.
edit: I may remember this wrongly (never remember what tech obsoletes what), but it was with some resource that I could obsolete and thereby cancel the trade, which was how I finally got the resource.
