City State wont vote for me

As Austria, I've been allied with Singapore for >5 turns in the industrial era. But still I only have 1 delegate listed in the World Congress. What is it that I am missing?

Are you only one in indu era? To get city state votes half of civilizations have to be on indu era or one(or more) civilization on modern era or beyond.

Thank you! I was in industrial but the congress as a whole was not yet in industrial.
