City's Workable Tiles

So, I'm playing a game at the moment and I have the "Larger cities do not need Metropolitan Administration" option enabled.

Though it seems that my cities still do not have access to the outer ring of workable tiles.

Is there another technology that allows access to the outer ring? When I say 'outer ring' I am referring to the extra squares on top of the BFC that was in the original civilization IV.

You need Influential culture

That is you need to accumulate certain amount of culture

Since you open this thread.

1 I would love to 3 workabable tiles cities by default. What is limiting city reach is a cultural borders anyway and with this maybe it would be possible to remove national smelters.

2 I also love one tile city start but it would be good that starting from settler and beyond cities would start with 9 tiles
