Ok I know I can carry atomic bombs in like carriers or submarines but can I carry atom bombs through land or do I have to make a new city where my enemy is and then rebase it there then attack frm there?

Yes, atomic bombs can only be based in cities or on carriers, and nuclear missiles can only be based in cities, missile cruisers, and nuclear submarines. So, if you can't send a ship to carry the nuke to your enemy, then you'll have to build a city.
