Civic overhaul

Valkrionn, you said in the alignment thread that you'll be overhauling the civics completely, and that the new civics won't quite be the same as apotheoser's but will follow similar design principles.

How bout postan the new ones for some pre-release balance nitpickan?

Actually, after I posted that I learned of a few things other modders are doing... I'll be holding off on that for a bit. What I found out includes some new civic capabilities, is all.

Hopefully that's vague enough....
