Furthermore, please be informed that add-ons for games are region specific. Therefore, if you currently have a non-Asia version of the game, if the add-ons were released on the Singapore Playstation Store, it might not be compatble.
Ahh, well then the problem is easily solved. You can create a European account and buy the DLC from the European store.
I did actually do some investigations trying to help you out with an answer but could only find facts that the DLC was launched worldwide at the same time. Obviously it was only launched worldwide, where the game as such was launched...
