I've noticed this before. but it's never been a problem until now. The game says you can declare war by entering a rival's territory uninvited, but it doesn't seem to work for me... I was stuck on germany's border for over 10 turns because they wouldn't talk to me so i could declare war.... I am running bts on a mac so that may have something to do with it.... if anyone can help, please do!

I find it unreliable just trying to move into territory, sometimes I seem to get the pop-up others it just won't let me move in. I usually declare war by holding down the Alt key (from memory, try Ctrl if that doesn't work) and clicking on the name of the civ in the score table in the bottom right above the mini map.
