Couldn't find this in any of the compiled bug listings.
On the first turn of the Napoleonic Europe conquest playing as the English, I went to all neutral countries and asked what it would take for them to declare war on the French. I expected a long list of demands for cash payment and luxuries. Instead, in every single case (Spain/Sweden/Prussia/Russia/Austria), the AI civ not only willingly agreed to go to war with the French, but was willing to pay me for the privilege! I ended up with over 2000 gold and five new allies before I started moving units on turn 1. Somehow, this just doesn't seem right. Is this a bug, or is it supposed to work this way?
