Diplomatic Victory text locations?

Apologies for having my first post on this forum be a direct question, but I've spent way too much time combing tables with SELECT statements coming up dry. I'm working on a Victory mod and I'm mimicking what the other Victories need inserted into the database to run smoothly through the Victories table and their tags. That said, I actually can't see the Diplomatic Victory material anywhere in Cache. Am I looking in the wrong place? I'd prefer to emulate Diplomatic Victory since it was one of the only "added" victory types.

In particular, I thought I'd search for LOC_DIPLOMATIC_VICTORY_BLURB since it is BLURB instead of TEXT. But to no avail...
