Dlc with mods

I just bought all the dlc, save the Vikings, and went to start up a mod game. However none of my new dlc are there and Greece and Siam have different names. I hope this is a problem with the patch for it's not a mod problem (deactivated them all). Edit: deleted all of them but still no change.

I have only the base game no paid DLC and none of the mods work at all. Mostly are buildings a few wonder additions but none seem to work.

When I load a save, on the left there is this "DLC" beneath the description of the game and when I mouse over to see the details, it shows all the DLC Civs, and an "Upgrade 1".

I don't know what this means when I have all the DLC to date and the latest patch, 1.0.1.275.
