Do hidden units block tile produciton?

I have my scout, hidden by the sidar worldspell, passing through Malakim borders, with whom i am currently warring. I am jumping to set up a choke while i gather my meager production to crank out warriors, and my invisible scout would be perfect for the job of occupying the floodplain nearest the city: if he can. Can he?
