Do terrain bonuses apply when fighting in cities?

Do open/rough bonus from Shock/Drill/Accuracy/Barrage promotions apply when attacking or defending a city? If yes, which one?

No, against cities it doesn't matter what terrain it is on. I don't remember when defending against city ranged attack whether these promotions help. You could see for yourself when attacking a unit with terrain based promotions by playing a quick hotseat game.
