Yes, it's actually pretty easy to have all of the base-game city-states be replaced. And, as long as no one objects to it, that's what I was hoping to aim for.

(Also, I've now updated the OP to contain the list of potential city-states for the sake of ease of access. I've also added a few new ones)

Taking a look at the Remnant city list revealed a misspelling. It should be Mistral, as opposed to Minstral. Please correct me if I'm wrong.
