Empire's poor expantion

I am playing this mod but sadly there is a huge, huge, huge problem with the rate of expantion of the other civs. for example (in monarch) i can reach easily 10 - 15 cities, and the others civs hardly can reach 3 - 4 cities.
Also tried to play with nightmare mod but nothing
What can i do to fix this? is there any solution? how do you configure this game to make it competitive?

P.S.I: also tried, giving to the other civs free stellers with the world builder, but they didn't use those stellers, its like the civs dont want to expland, or maybe there is some bug, or someting have to be modificated (i dont know to much of programing, so i dont want to say too much un this area).

This has been a MAJOR issue we've been scrambling to react to over the last few weeks. You might now have a better game on the SVN version - I think it's improved some. Or is about to at least.
