I am sure this has been posted many times, but just in case someone else needs it I will write down a few possible solutions to end turn loop:
* force end turn with Shift + Enter - this way forgotten units with movement left won't affect end turn
* reset BUG options
* BUG option - no unit tile limit
* clean mod reinstallation - I learnt from bad experience to keep old installers and use them if needed
* clear cache
I suggest thread like this sould be pinned, as many players are having same issue.
