enemy armywith large deficit

I've played civs up to 5 and it seems that civ 5 has 1 fatal flaw. How in the world can a nation that owns an entire continent and all the costs involved with puppet cities, is at -13,980 gold and still have a large enough army( he should have 0 army as far as I'm concerned) to give me fits while I'm only @ -311 and losing troops every turn, usually in the worst bloody spots there are( like always seems to take my attacking troops for some reason including 2 giant robots!!! I'm also attacking with the only other nation alive who's also in the hole around the same amount, to try and crack this guy and no luck. I can't make a move without him killing my troop flotilla despite the escort of ships. like !!!!!!!. got so frustrated i saved and quit and haven't touched it since lol.
Wth am I doing wrong or is the AI not working right.
 
The AI only gets a science penalty for running a deficit. And I suppose they can't cash-buy anything, but I'm not even sure about that (maybe the AI's can buy on credit) They get no military penalties, unlike you.

Try selling some buildings you don't need. If you have death robots, you don't need research labs anymore.
 
In your Civilization V games, why not try creating scenarios limited to just 3 world leaders (yourself included), and adjust various victory & map conditions to your skill level?
