FA: Handling the off-continent civs

It is apparent from the last play session that we need planning on how to handle the off-continent civs. England abruptly demanded iron last session, and then declared war when we wouldn't give it to them. We're still at war with Babylon, who should be willing to accept a straight peace deal. Japan inked a deal which gives us GPT, though they should be considered to be "on probation" while that deal is active.

How do we want to approach the world outside our continent? Should we try to influence them, possibly by getting them to fight each other? Support the weaker ones against the strong Japanese? Ignore them except for spurning their absurd demands?
 
I have a dream! A dream of a small colony of three cities - 1 Babylonian, 1 English and 1 Japanese - all of whom have seen the true way of enlightenment, and joined our side. These cities, with the Forbidden Palace, serve as the means to control the other continent, to remind all other civilizations that unbound growth harms the land. These cities serve as our means of protecting the land from the ecological piracy the other civs blindly follow.

Or maybe the dream was from this burrito ...
