Firaxis v. Steam and News

Who is in charge of putting out news for Civ, Firaxis or Steam?

The main website hasn't been touched in forever and Steam only gives a heads up on news a day or two before anything is done. Who wears the pants?

Also, why is it so difficult to find a developer's timeline for upcoming official civs? Surely they have deadlines. Is this a Fight-Club thing where nobody talks about it?

Neither. 2K Games, the publisher seems to have all responsibility for news on Civ.

Steam is a retail outlet. The only news it shows is what is already public knowledge.

Firaxis never seems to comment on anything (except when Sid does a rare interview) nowadays. Personally I do find this a bit strange for a developer.

2k games is not only the publisher of Firaxis but also its main shareholder (they purchased Firaxis shares from Sid years ago), so you could assume that 2K takes all major decisions, strategies etc.
Steam is only a business partner.

I think the news page also pulls RSS feeds from a few gaming sites like Kotaku as I frequently see their articles on a game's news page in Steam, so their finding out and posting an article on something a few days before a release would certainly lend to appearance.
