One of the things thats always annoyed me about this scenario is the way hell doesn't spread, both for the resources it provides and the counter to sanctify.
So I have turned Hell back on. However, if one just does this then the tiles already in Hell cannot be converted back to normal terrain.
So I went through and added infernal culture to all tiles covered in Hell. This culture will recede after the first turn, so on turn 1 all hell will have a 100 plot counter.
Ramifications:
-There are not huts in Erebus, and Hyborem got quite a few free techs
-The eastern area should go hell relatively early, where previously it was desert
-Hell will spread after AC25 (duh)
-The fallout seas will become flames, meaning infernals can traverse them, as can you after sanctify/spring
Unfortunately I couldn't get the culture to save in WB, so if anyone wants to try this, here are the saves (MNAI 2.5):
