Founding a religion

Is there any way to effect to which city your religion is founded, is it purely random, or is there some predictable logic that goes into it? I find that when I get fortunate enough to found a religion, it is usually not to a city I would prefer to have it. I prefer outskirt cities, so I can spread the borders once I am able to build the religion-specific building.

Reasonably and practically: NO. If you desire more details on how you might be able to influence the choice anyway then searching these forums (or just scanning back a few days; the topic has been recently covered) is a good option.
