Is there a Fraction Editor for Civ4 like for Alpha Centuri?

You mean Faction editor?

I don't know of a mod that lets you create Civ's in game, but check the tutorials section for advice on modding civs and leaders.

I don't know of any such tool, but the Utility Programs sub-forum would be the place to look. Either way, there's no official editor from Firaxis. It's all in XML, however, and there are ways to do it that just require a bit of elbow grease. See the Tutorials sub-forum for how to do that...but don't make any threads asking questions there, that's a no-no. Do that out here (or in this thread, since it's already here ).

I've also heard things about so called "modular" Civs, though you'd have to ask someone else about those. You might try your hand at them, but I don't know if that's at all easy.

I also recommend Kael's Video Modding tutorial. It explains how to make a Civ from scratch and makes a good introduction to XML. It's in the Tutorial sub-forum. The Sticky in that forum will point you to it.

Ok I'll look in there. When I play alpha centuri I like to create a faction that is super powerful and I mean SUPER powerful. I'll give you and example.

Civ4 doesn't have quite as simple a system as SMAC's social engineering values, but you're probably best off starting with traits. You can give a leader more than the normal two traits, and you can also mod your own trait with insanely overpowered stats.
