game just says waiting for players forever in 1847 everytime

i've tried loading up 10 years in advance but everytime it gets to 1847 and i end my turn it goes to waiting for other players with the little spinning hourglass and stays like that. i can move around the map and click different menus but nothing ever happens. anything i can do or is this game just dead?


also note time between turns for me is usually about 15 seconds
