Great Tool Factory (TAC)

Hi Guys,

I'm wondering if anyone could explain this to me, why can't I build the Great Tool Factory after building 4 Government Palaces and a Tool Factory? In the "Colonopedia" it states that these are the only perquisites, but I cannot build one. I can build the Great University and Great Arsenal though. Anyone knows why?

You can build the Great Tool Factory only in a city having its central city plot located at a river. Please have a look at the strategy article at the Colopedia.
