The thing comes in natural numbers.
And it may be "inherited". So Russian can actually mean Soviet and Czech can mean Czechoslovakian.

In public consciousnous this is typically not associated all that much with Germany (#1 by an outrageous margin) and virtually not at all with Sweden. At least i asume that.
Actually, if i had told you the "thing" and made you guess, probably most of you would have associated one particular other nation first.

Germany has a lot of them (19 at least) and they are all grossly incompetent, but no, that's not it.

Plus: Most nations have one (particularly China and Iran) so the gray doesn't figure.
Nuclear energy factories? (although Bulgaria still has one iirc)

You are all very far off.
This is not something serious that has to do with geopolitics or industry (not today anyway).
Each of these nations as well as mankind in its entirety could do just fine without it.

And by that i mean that this can be argued way less than in the case of intelligence agencies or nuclear power related facilities. One could do without those but there is a case to be made for their practical utility.

Why would most of the world have zero?
And why would Germany and Sweden have so many more than other nations?
And does "8 to 12" really strike you as the correct order of magnitude for the UK and US?
 
Because craft museums aren't a priority for places like the Congo?

I honestly don't know. It was something of a blind guess, and not entirely serious. I was just looking for something "not serious".

I'm at a bit of a loss.

I know that Czechia had one, at least when it was still Czechoslovakia. But i am also pretty sure Yugoslavia had as well (maybe none of the new states have anymore though). Sweden has a tradition there too, with Nils Holgersson and other such stuff.
