How does the warmonger penalty work?

I was wondering, how does the warmongering penalty work in this game?

Do the same rules apply to the AI as the player?

I wanted to know because of a recent game. I was playing a peaceful tall empire, where I did end up getting a science victory. But, I got dow'd by Assyria and Siam for no reason. Having a big army, I easily fought them off.

However, I noticed that Siam didn't really get denounced by anyone until much later in the game. And Assyria? I don't think they ever got denounced.

So how does the penalty work? Do you basically get away with it if you don't end up taking a city?
 
The penalty for taking a city is proportional to:
1 / number of cities on map
number of cities attacker owns / number of cities victim owns
diplo relations with the attacker and victim
warmonger hate flavor
cut in half for anyone also at war with the victim

Declaring war itself carries a small penalty, but it really only damages relations with AIs like Washington or Haile Selassie with high warmonger hate flavors, and it takes quite a few wars in quick succession to get them upset.
