How is population counted for score?

So it seems to me like the number of citizens in a city progressively count for more as cities get larger in terms of the total score for population. So for example: one city with 6 people would equate to a higher population total than 2 cities of 3. I'm talking about the total score each civilization receives. If I'm right about this, does anyone know the formula or where to find it?
