I feel that the Lighthouse is vastly underrated.

The lighthouse is great with sea resources. If you have a lighthouse without or very little sea resources then the lighthouse would be tough and then unnecessary since 2 food ocean tiles aren't that useful. That of course unless there's any type of exception.

Even one fish resource that the city will work is sufficient to make a lighthouse worth while.
Agreed that if there are zero sea resources and also no atolls present there is usually no point in a lighthouse.

Don't you need the lighthouse to unlock harbor (often useful, even without working coastal tiles) and seaport (for production boost if building naval units)?
 
The Harbor does not require a lighthouse, but the seaport requires a harbor.

If there is no fish or sea resource around, you can build the lighthouse for the +1 happiness from Naval Tradition if you are in desperate need for happiness. Otherwise it doesn't make sense to build it. Merchant Navy also buffs the lighthouse a little bit as it will add +1 gold.
 
The seaport could be worth building when theres sea resources and also could make sense since it adds hammers and gold to the sea resource. Im sure its gold that gets added but hammer is maybe.
 
If you have sea resources the light house is extremely important. Most good players prioritize it quite high. Work boats on the other hand, whenever I have nothing better to do.
