Why did they have to make her sound like such an airhead?

"So Tyre wants us to wipe out Helsinki. Sounds cruel, but I'm sure there's a very good reason for it." You can almost hear the "Teehee!" after that.

I'd much rather she say something useful, like explaining what I did to get Bismarck so annoyed at me, or giving me an overview of who is protecting which city state.
