I think three cities is the minimum to be able to compete on Immortal. Any less and you just can't build everything you need to. I would prefer four, but I have only managed that once I think on Immortal. I never worry about rushing NC or Education, it's situational every game it seems. There always seems to be something more important.

Just send research to research and shop for financial buildings etc.
