The year is 1929. And the whole world is abuzz with the news: the Machine Tyrant is back!

The world is still reeling since 1920, when a German Imperial scientific experiment in the city of Prague finally yielded the technology they were seeking: the machine soul! A culmination of centuries of study of natural philosophy and magic, this discovery had the disastrous consequence of unleashing the evil Machine Tyrant! All over the world, the machine tyrant invaded the nations of man and brutally slaughtered countless millions. The great empires, still reeling from their terrible wars, quickly deployed their understanding of the machine soul technology to field legions of fighting, diesel-powered mecha-suits! These machine souls provide the fundamental control logic that can make a robot or a mecha-suit move, with such sophistication and delicate grace and control that they easily outperform their tracked and wheeled brethren in all but rolling friction!

After a brutal war, the Machine Tyrant suddenly disappeared, and though its mindless murderous confederates now littered the world, there was no more trace to be felt of its evil influence driving thousands of machines into war. Those machines left behind, disconnected from the tyrant, took on lives of their own are a menace to everyone, and make the world just a little more dangerous for us all!

Now, after the nations of Earth have rebuilt for nine years, the machine tyrant is back! Suddenly, drones and robots in all societies have risen up and attacked the nations of the world once more, and now it's up to the great nations and their loyal mecha suits, wisely guided by human pilots, to save humanity from the robots! Really, it's the robots! They're the ones wh-

The World of 1930

Moreorless every nation was affected by the sudden surge in violent robot attacks in 1920. Though it's started up again, since then a lot of nations have incorporated some of these robots into their societies. It has been a very strange time and, though a lot of curiosity abounds, few truly want to know what a "machine soul" really is.

Machines

It is now possible to build a complex and normally unwieldy robot or mechanical walker that is controlled by a "machine soul," a curious device that imparts the control logic to the many interconnected control interfaces. Realistically it is impossible to reproduce the functionality of this device without a large vacuum tube computer (which have now been discovered, with work in many areas of science steaming ahead). Even then, this has never been done and some engineers claim it's practically impossible.

The machine soul can power a robot to do some basic tasks as directed by the engineers, but it can also serve as the interface for a mechanical walker - useful in industry and construction - or a battle-suit, which are the highly-engineered standards of battle these days. Though large guns and tracked vehicles still have their uses, the battle suits' machine souls make them dynamic and dangerous on a battle field. In some rare cases battle suits have been observed actively deflecting ordnance away harmlessly.

Some robots, after the machine tyrant left, revealed themselves to be intelligent and learned human languages. Truly it is a bizarre age we live in.

Magic

Magic exists, and mages exist. However, because magic is naturally very dangerous and unpredictable, mages are not very common. Many a novice mage has run into an early grave. Furthermore, even a practiced mage is not all-powerful, and can be subdued by determined opponents. In recent years, magic has become a science a la natural philosophy, and the study of magic - thaumatology - is of general interest. It has been asked whether the machine tyrant has anything to do with the magic experiments of the Germans in Prague, and while a case can be made, the power of the machine tyrant appears to vast outstrip anything a human mage is known to be capable of.

The Return of the Tyrant

Not everyone is agreed on the nature of the tyrant. The only thing that is certain is that robots guided by a higher intelligence are committing wanton acts of destruction against every fixture of civilization they see, including and especially human lives and habitation. As a result it is necessary to mobilize forces against these creatures, and for this the battle suits are the best weapon. However, some nations are not as vulnerable as others, and naturally seek to exploit every available opportunity.

Player's Guide

THE POLITICAL ECONOMY

In this game, you control the government of your polity or nation, and there is a strong interaction between the economy of your nation and the overall political situation. Simply put, everything is connected, and your power is limited by your ability to accumulate and dispense both economic & political capital.

Political Capital is your most fundamental resource: this is an abstract number, derived from your government's political situation, which directly expresses the number of actions you may take per turn. If you have 3 political capital, you may make 3 actions per turn.

Now, what qualifies as an action? Well, broadly, everything. Any particular activity a government or political entity can undertake will require on average 1 political capital to see through to completion; any less, and we call that going off half-cocked, which will assign an indeterminate penalty to the action you wish to undertake. Note that this does not always refer to undertaking certain tasks of government, particularly the most basic ones such as taxing and policing, provided it is already established in the fiction that your government is providing for these services in a consistent manner (we call this benefiting from inertia). If your government is having a problem in one of those areas (say, with corruption in the police force), then attempting to address that (say, with an anti-corruption drive) will take 1 political capital.

Broadly speaking, if you would like clear examples, any of the following can be considered actions taking 1 political capital:

· Recruitment drive for your armed forces or civil service.
· Anti-corruption drive or other political purge for members of the armed forces, civil service, or higher echelons of the state.
· Hunting down a new breed of tax evaders, or expanding or changing the tax code.
· Creating new investments or grants for industry or research, private or public enterprise.
· Changing or addressing the functionality of a public enterprise or major government bureau.
· Creating a new public enterprise or major government bureau.
· Privatizing public resources; i.e. liquidating them for cash.
· Pushing a cover-up or exposition narrative on the media.
· Provide and fund an emergency response.
· Mobilize and deploy armed forces for a military campaign.
· Oversee or undertake any expedition or significant project.

The national economy – which is partially the product of your government and of which your state is normally assumed to have the most privileged access to – is represented in four groups: Finance, Resources, Expertise, and Development; or FRED. The added combination of all these stats is your total Economic Power (EP).

Finance – Also referred to as liquidity, this is the most coveted form of economic power there is. Finance allows your nation to continue expanding, creating more projects and adding to its powers using the sheer weight of money. It is also a shield for when your nation hits hard times, the only real antidote to debt. When you’re in negative finance, you’re in debt. NOTE that ANY EP can be converted to finance EP – liquidated – as an action (and you may liquidate multiple different EPs in a single action). Finance EP can be sent to other nations, and is the only EP that may be used this way, but is inherently more vulnerable than other EP to market corrections. However, it is still best to be the one with Finance and not without.

Resources – This refers to the most desperate of things, the access to resources. It is always necessary to have resources, and while most nations are somewhat positioned to access the basic ones, there are usually resources you don’t have that you’re somewhat dependent on. This dependency is represented with assets, and provides “necessary” resources in exchange for finance. Keep in mind not all this finance is actually transmitted to the sourcing polity, as certain middlemen take their cuts.

Expertise – This refers to the contributions made to your society in the theoretical, metaphysical, literary, scientific, and engineering spheres. Truthfully, it is a very broad category, and covers everything from the science of human psychology to the science of nuclear physics. Expertise is most often cultivated within lucrative societies, and results from the interaction of populations with increased levels of development, as higher education and elite professions slowly become normalized. More broadly, however, it can also refer to local expertise in several important tasks for social reproduction, such as surviving the environment.

Development – Refers to a normalized value related to your nation’s development and gross domestic expenditure. The higher your nation’s financial status, the higher this tends to become, as high-finance individuals move in and create communities. In practical terms, this means a nation has a good quality of life, access to consumer goods, and new technology. Inequality can still be rife; generally, the higher the finance score, the higher the inequality. Nevertheless, the development score still serves as a good average of those circumstances.

PRODUCTION (INCOME)

For each of the four economic elements referenced before, your interaction with that resource is dictated via your control of its production, or income. The income represents your assets which produce those elements directly, each turn. Whenever you liquidate resources, you are liquidating these hard assets and the income they create. These hard assets then enter the World Market, and you are compensated at the market price for that resource in Financial EP.

SPENDING

Spending in this IOT is done according to simple budgets. Whenever you spend PC, you spend 1 EP as well. EP is also used to maintain your state upkeep and your military upkeep. These upkeep come from the various long-term civil projects you maintain, as well as military units. For civil projects, this expenditure will be clear based on how those projects are represented in the stats.

Note again that when it comes to sending EP to others, the ONLY EP you may send this way is Finance EP, and that is taken before any EP that is then used for your other, overall expenditures. Other EP can only be sent if they are converted to Finance EP first, which is permanent (AND will result in those resources entering the World Market, where others can still buy them). Finance EP is not “used up” when sent, but the markets can always correct themselves…

SPENDING: REINVESTMENT

Since you cannot bank your resources, you can opt to “just reinvest my monies” as some people in these games do. Unspent resources are indeed reinvested in their respective categories: finance is reinvested into finance, development into development, and so on.

However, each of the four economic aspects actually interacts with the economy in different ways, when that growth is encouraged. For example, you may intend to “simply” build electric lights for everyone, but you have the additional effect of promoting people’s expertise in the work of being electrical technicians.

When you reinvest, you “draw cards,” which provide random benefits. These benefits will be framed in your stats as assets. These will also provide hooks for further reinvestment as well as contextualize your actual reinvestment, in terms of the multiple aspects.

ASSETS

Assets include any holdings or competitive advantages that produce income. Normally, your income is represented abstractly; but assets are specific elements of your economy, such as a valuable ore extraction operation or a major industrial concern. Sometimes, assets do not produce income, but may grant other benefits and take income as maintenance. This is generally called civil maintenance.

WORLD MARKET

The invisible hand guiding the destiny of all these mighty economic engines, the world markets are nothing if not volatile since the Great War. Even so, life goes on.

When you liquidate resources, those liquidated resources enter the World Market in the form of an asset and are compensated at the average market price. Anything bought from the World Market straight-up is a lump sum: a one-time exchange, whereby you may use the purchased resources that turn only. Otherwise, you can try to buy the asset for 5x the lump sum cost (this amount can be adjusted based on certain aspects).

TRADE

As per the previous section, you may, as an alternative to liquidating to the market, trade with another nation. In this case, instead of selling your resource to the market as an asset, you trade it to another player as an asset. You may gift assets in this way, but probably there will be some kind of exchange going on.

MILITARY

Maintaining a military force is necessary to maintain your independence in this world. Over time, you will have to build up and maintain your military. While military operations and reforms cost PC, the rest costs EP; you must pay to maintain force readiness, combat and support equipment, standing and reserve armies, and officer schools.

Overall, your military will have a Force Strength which determines its aggregate warfighting power. While strategy is important in the big picture, generally the side with the most guns and the deepest reserves has what it takes to stick it through a bitter struggle longer. However, even one doomed to be destroyed can bleed their killer as much as possible.

You’ll manage your Force Strength by managing the capabilities which form it up. These capabilities are your core reference for your military stats: Combat Readiness, Equipment, Standing, and Technical (CrEST).

Combat Readiness (Cr) – This refers to the immediate availability and overall efficacy of formations ready for action. It only applies to those troops that are currently standing-up, as reserves are generally not ready. Usually, this stat is between 0% and 100%. The higher the readiness, the more active pay you’re paying out. You can attempt to increase readiness as part of either a military reform or in preparing for a military campaign. Usually, unless you otherwise specify, the readiness will go up as part of undertaking military operations naturally.

Equipment (Eq) – This refers to the quality of your equipment. It is a straightforward number value relating the total lethality index of your military’s equipment. This number multiplied by your Standing number is your Basic Combat Power.

Standing(/Reserves) (St/Rv) – You have a pool of manpower reserves which is all the folks you’ve got trained and ready to move into active duty should your state require them to. This generally increases slowly over time as people volunteer or are conscripted. Keep in mind you can institute a policy to conscript people more regularly at any time, but without an apparent need some will resent this imposition, and they will want some guarantees that their service will be worth it and not take up too much of their lives. In addition to the reserves you have standing formations, which we also refer to as standing-up. These are the formations which are more-or-less ready for battle, or are currently “manning the battlements” (and offices) so to speak. This number does not refer to the total number of combat fighters; broadly speaking, ¾ of military staffers, enlisted, conscripted, or commissioned, at any given moment are performing support duties, not fighting on the front line. When you mobilize the reserves, usually as a result of preparing for war, you quickly move to convert reserve formations into active-duity ones. This may take several turns, and may adversely affect overall combat readiness if done quickly or recklessly, and is extremely expensive as the costs incurred by maintaing combat readiness for so many troops rises, but generally is a process you will have to undertake in times of need. This stat counts in groups of 1,000’s your standing and reserve personnel.

Technical (Tx) – This refers to the overall level of technological development applied to the armed forces, which includes both advanced technology as well as all doctrines, organizational advancements, and other technical developments. The assumption is that this development is parallel. In cases where access to advanced equipment surges, the Equipment stat will rise before this one. Like Equipment, this is a straightforward index.

Combat Power (CP) = (Eq) x (St)
Force/Military Strength = (CP) x (Cr) x (Tx)

Basically: higher numbers, better army.

Now while Force Strength mainly refers to conventional ground-based forces with air support, there is also naval power. By and large, naval power is its own thing, but in this game is simply represented with two stats: Naval Tonnage and Naval Technical Expertise. These are multiplied together to give your overall Naval Power.

Head of State: Queen Victoria, Augusta Hominis, Her Immortal Majesty, Son of God, of the United Kingdom of Great Britain and Ireland Queen, Defender of the Faith, Empress of India

Description

History

In July 1900, Queen Victoria's court magician Ambrose Dexter convinced her to take experimental elixirs to extend her life. While they gave her much vitality, she fell into a coma in January 1901. Ambrose Dexter disappeared shortly after this, perhaps to avoid retribution by the Royal Family for his abject failure.

Edward VII served as Prince Regent for his mother. He established a group called the Royal Commission on Her Majesty's Health and Well-being, a committee of expert doctors, scientists and magicians that were tasked with extending the Queen’s life. The Commission were able to keep the Queen alive through advanced and extremely narrow thaumatology and replacing failing body parts with cybernetic implants, aided by Dexter’s notes. Eventually the Commissioners started to believe that the Queen was talking to them through the clicking and clattering of her clockwork implants.

The Commission became the nucleus of a cult based on an extremely divergent interpretation of Christianity, based on their “conversations” with Queen Victoria. They believed that Queen Victoria was the second coming of Jesus Christ and as they slowly replaced her organs and processes with machines and thaumatological processes, they were making her closer to the divine. They believed that her power would lead Britain through a great crisis and that after the great crisis, Queen Victoria would use Britain as a vessel to create a Kingdom of God on Earth. The Commission started to refer to itself as the “Chaos Commission” and began to sway important political figures, members of the nobility and high-ranking officials in the Anglican Church to their cause. Occasionally street cults of commoners would gain some popularity, but in truth the Chaos Commission gained little sway outside of its immediate circle. It was not the first time that magicians have gone a little loopy and many of its fellow travellers were associated with them due to their belief that they could use the group as a stepping stone towards greater power and prestige. The cult had little influence on the commoners, although occasionally a guru with similar beliefs would convince the citizens to listen to them.

Outside of the Chaos Commission and their immediate collaborators, Britain continued its Golden Age of Empire, blissfully unaware of the growing cancer in the top of society. Technology and economy roared, Britain benefiting from neighbouring the technological pioneers in Germany. [Did WW1 happen? If it did I doubt much would be different in Britain].

Everything changed when the Machine Tyrant attacked. The war damaged Britain and the British Empire greatly as she was highly reliant on robots. In the chaos, London was devastated and Parliament and the Royal Family (except for Victoria, of course) was killed by the Machine Tyrant (although dissidents accuse the Chaos Commission as the party responsible). The Chaos Commission was able to establish control over Britain due to its caches of advanced technology and by having the right people in the right places.

High Commissioner George Veale of the Chaos Commission made his beliefs public. He claimed that now was the time that Queen Victoria, the Augusta Hominis, would ensure human supremacy over the robots.

He was able to unite the rest of Britain by gaining the loyalty and sympathy of the British Army and Navy over the next few years, as well as convincing royalist patriots that Victoria had the most valid claim to the throne and because of his effective robotic enslavement technique. After uniting Britain and an expedition in Iberia that netted the Empire all of Andalusia [TALK TO IBERIAN PLAYER], Veale proclaimed that he would ensure that the sun would never again set on the British Empire, in the name of HER IMMORTAL MAJESTY.

For all of Veale’s talk of British Unity, he is merely papering over deep flaws within his new regime. Britain’s influence over her colonies is weak to non-existent. British Europe is plagued with ethnic, religious and class strife. The top of society is plagued by infighting and antagonistic factions that can hardly agree on anything. The bottom has human labourers and robot slaves beginning to question the ideas of human supremacy and that, maybe, the conflict between human and machine is merely a convenient distraction for the real conflict between master and servant.

The unexpected re-emergence of the Machine Tyrant is likely a blessing in disguise for Veale and his government. The Machine Tyrant keeps those at home in fear of the other, keeping everyone in line. And the Machine Tyrant is a brilliant excuse for the army and navy to be deployed to former British colonies to ensure that they properly contribute to the war for humanity’s survival…

But how long can this state of affairs truly continue? Is there something bigger going on here? And, if Queen Victoria and the Chaos Commission were to fall, what would come next?

Civil Aspects
Politics:
(D-) TL;DR – It’s a big mess mainly held together by the military and the fact that the commoners are growing tired of fighting brother wars.

Theoretically at the top of society is Queen Victoria herself, communicating to the High Commissioner (currently George Veale) of the Royal Commission on Her Majesty's Health and Well-being (informally the Chaos Commission). In actuality, Veale is the most powerful person in the British Empire as he has the final say in interpreting the Queen’s “proclamations”. Veale defacto commands the military and is effectively the head of the state religion of the Empire (which has a mixed reception among the people). He also has a great deal of sway over the committed monarchists and English nationalists, although they do not always see eye-to-eye. Veale is prone to flights of fancy and the occasional very stupid idea, adding an element of chaos and unpredictability to the very top of government. His lieutenants are no better.

The most important pillar of British society as it currently is the military. The Generals and Admirals are largely loyal to Veale and the Chaos Commission, but the lower one goes down the officer corps the more that loyalty goes in many different directions. Generally the military trends towards loyalty to who is paying them, loyalty to immediately commanding officers and their direct colleagues, loyalty towards a vague sense of patriotism and also loyalty towards whoever provides cool toys and enemies to kill them with. Veale and Parliament provides the pay and also a sense of pride and accomplishment. But Veale in particular is seen as responsible for providing many cool toys and countless enemies to kill, which keeps him very popular within most sections of the military. Even someone as deluded as Veale makes sure that the British Military is given appropriate compensation.

Another pillar of British society is the Reorganised Church of England, which is managed by Veale as the Governor Regent. The Reorganised Church of England up the top has been replaced by (arch)bishops and theologians who tow the party line of the Chaos Cult. Among the lay priesthood and the commoners there are some who have embraced the Reorganised Church wholeheartedly. There are also many commoners who don’t care enough to protest or feign piety in order to gain prestige. But there also many more, especially among lay priests, who think that the new religious policies are extremely stupid. While on paper Veale has great authority to enforce religious unity, even someone as deluded as he knows not to rock the boat too much as much of the populace only nominally believes in his faith. He is confident that Queen Victoria shall show them the way eventually. As long as they don’t cause too much trouble the religious non-conformists, dissidents and even papists are tolerated. Although of course, there are many that are making a lot of noise.

Parliament has theoretically universal suffrage for men and limited suffrage for women. However, parliament has been reorganised to become an almost completely unrepresentative body. The Chaos Committee, theoretically a subcommittee of the Parliament, had been given indefinite emergency powers including the power to suspend elections in certain problematic constituencies and replace the MP with whomever the Chaos Committee chooses. Most notably, elections have been entirely suspended in Ireland. This has ensured that all parties and MP in Parliament (both houses) are loyal to the goals of the Chaos Committee or are at least not stupid enough to push too hard against them.

Among the commoners, discontent is rising. Irish Republicans are livid about the fact that they are completely under the thumb of Britain, denied even the meagre political representation that those living in Britain get. And other non-English ethnicities are becoming increasingly fed up with London. The only thing that is stopping an uprising is the strength of the British Army and the fact that everyone is a bit exhausted from the last civil war. But the current situation is not sustainable, something will surely shift soon.

Machines are given no rights. Under the State Religion, machines are viewed as humanity’s children and should serve humanity in the same way that humans serve God. Machines being regarded as anything more than tools is considered extremely sacrilegious. Machines are treated as property, while both their strength and intelligence is abused by those who rule.

Of all the anti-British groups in the country, the Communists are the most ground, the most popular being the Communist Party of Great Britain. They are unique in that their membership is open to both humans and sentient machine slaves, seeing both groups as oppressed workers. This makes them extremely popular among their machine slave brethren and has begun to strengthen ties between machines and human labourers.

Economy: (D+) The economy of Great Britain has taken a major hit due to the collapse of the Empire. Its ability to procure trade has diminished, although it does get some trade from former colonies that aren’t completely rejected by Britain (e.g Egypt). Still the economy of Britain has contracted significantly. There is less demand for consumption of resources due to all the death of lots of people due to the Machine Tyrant. Labour is being heavily supplemented by machine slaves. The economy has mostly been restructured around the military, which is very well supplied. This is why the military is very popular as a workplace. For everyone else though, well, tough titties.

Diplomacy: (D) The diplomacy of the British Empire is very bad. Britain refuses to acknowledge countries that are too friendly with machines or former colonies that are outwardly anti-British. Some colonies are, on paper, considered part of the British Empire and are basically ignored if they don’t say anything that would offend the Chaos Commission. Occasionally the Chaos Commission will make an insane proclamation that alienates them from the rest of the world. While the British Empire would be at loggerheads with nations that share incompatible ideologies with (cough cough Communism), it is being pragmatic and views machine tolerance as the far worse heresy. The British Empire would be even more widely disliked if it weren’t for a team of highly pragmatic diplomats paving over the Commission’s worst disasters. There is one group that the British Empire is very popular with – extreme conservatives, robot haters and monarchists (this group especially in regions that were once part of the British Empire).

Research: (A-) The British Empire is a place of contradictions in research – they have great research due to their proximity to Germany and the Chaos Commission needing research to keep the Queen alive, although the Chaos Commission’s peculiarities have also impacted research negatively. Still, this results in a net positive. The British Empire has made particular advances in medical technology (both mechanical and magical) due to trying to keep the Queen alive, which occasionally results in medical advancements that can be used by the non-divine. They also do a lot of research into lots of toys that the military can use to blow people up.

Military Aspects
Army:
(A) The Redcoats are back, armed to the teeth with magical and technological marvels and itching for a real fight.
Navy: (A) Even after all this chaos, Britannia still rules the waves. The Royal Navy is still the envy of the world over, even with defections to other states.

Air Force: (B) Probably the least important of the three branches, still technically part of the army. Have been recently expanded after everyone realised how darn useful they can be.

Intel: (C+) The British Empire has fairly average espionage arm, mostly spending its time dealing with internal threats. The biggest advantage that it has is that many formerly British countries or countries with pro-Machine policies have reactionaries who are quite sympathetic towards the British Empire and are willing to cooperate with British intelligence...

Short Name: The German-Benelux Union
Full Name: The Second Calendrical Committee of the Union

upload_2020-9-5_21-37-40.png

Description: A once idealistic communist government in the war against the machines which have since become a hotbed of extremist nationalist sentiment due to the perceived failures of the rebuilding process and its perceived failures to fully deal with the resurgent empires of Europe.

Imperial Germany and the Benelux took the brunt of the Machine Tyrant's wrath in the starting stages of the Machine War, resulting in the complete collapse of its governments as well as untold devastations inflicted upon the entirety of the regions outside of few safe enclaves overseen by the First Calendrical Committee, a group of paracausal logicians, labor organization heads, and remnant of German, Dutch, and Belgian military who managed to reverse engineer one of the first mech-suits from the Machine Tyrant's armies.

While effective in keeping isolated regions in the Benelux and Germany safe from roving bands of the Machine Tyrant's armies (who mostly moved on from the region after breaking out of Prague and cutting a bloody path through Germany), the First Committee was perceived by elements of its military to be too lethargic in its efforts to reclaim and rebuild the German heartlands during the rebuilding period, leading to a bloody coup a few years after the conclusion of the Machine War.

Now with internal politics pacified, the Second Calenrical Committee hungrily looks outward to reclaim its place in the sun.

Politics: Relatively stable with internal divisions temporarily pacified by the Second Committee after a period of civil unrest. Increasingly problematic division between Dutch and Belgian part of the Union who are not as invested in reclaiming Germany as its military. Growing concerns over increased privatization and corporate dominance in politics since the days of the First Committee. Democratic under the First Committee, but increasingly autocratic under the Second.

A large question that will need to be addressed in the future--what to do regarding the relatively large number of sentient mechanicals in the future given the country's reliance upon automation and enslaved mechanical labor.

Economy: Fully mobilized and state guided economy during the days of the First Committee, with factory workers being represented in the Calendrical Committee. Increasingly corporatocratic during the Second Committee in which large workers syndicates and their managers are organizing into a new private interest within the Union and increasingly operating without oversight.

Economy is largely industrial within the core regions of Benelux and Rhineland, which tends to rely upon automation, with first settlements in deeper German territories being largely agrarian and extraction based.

Due to the sheer devastation inflicted upon the region by the Machine Tyrant, the region is largely depopulated compared to 1920s.

Diplomacy: Reputation tends to be rather poor--something inherited from the days of the First Committee, whom the world blamed for.

A. Creating the Machine Tyrant in the first place (due to at least part of its paracausal logician cadre being involved in Imperial German Scientists research project into the Machine Soul)
B. Abandoning its own governments to form socialist enclaves in industrial zones of Germany and Benelux

Research: One of the first to adopt the mech suit in warfare and with relatively advanced knowledge of paracausal machine logic. Large reliance upon enslaved and indoctrinated machine labor that have proven increasingly problematic for the First and now Second Committee both during and after the war. The enclaves that survived the machine war are often wonders of experimental and magical technology, and still a popular destination for scientists hoping to learn machine logic.

Army: One of the first to adopt the mech suit in warfare, who cut their teeth dealing with rogue bands of machines as well as the Machine Tyrant's remnant forces after the Machine War. Not particularly numerous and overstretched as it is given its ambitions, but exceptionally experienced and well-equipped in experimental paracausal technologies. Necessity due to lack of manpower have often forced the army to work with large amount of indoctrinated machine soldiers, much to the chagrin of the average soldiery, who believe that the Calendrical Council's self-claimed ability to maintain control of their machines away from the Machine Tyrant may not be as certain as they claim so.

Navy: The Navy remained loyal to what's left of the German Empire and Dutch Empire, and fled to god-knows-where. The First and Second Committee never bothered to rebuild them. Practically non-existent.

Air Force: Experienced and well-developed air force with high technology focused upon protecting and providing air support for the Union's mech warriors. Constantly struggling with fuel issues.

Intel: Old German intelligence network evaporated with the fall of the Empire, but the First and Second Calendrical Committee have put some emphasis on espionage to counter the resurgent imperial threats and national rivalries in the local neighborhood. Second Calendrical Committee have focused much of its recent efforts on expanding internal counterespionage and anti-terrorist organizations due to lengthy period of civil unrest since the couping of the First Committee.

The Committee's intel gathering operation is supplemented often by paracausal means, including more traditional occultists to more modern bound-machine spirit oracles.

Spoiler workshop for machine spirit alternative proposal :

Short Name: The Silver Choir
Full Name: The Automated Transgression Separates from the Godhead's Songs for Its Own Argent Harmony

Description: An unknowable group of machines that have occupied what's left of the imperial capital in Wien. They appear sentient, if a bit 'luney.' They have offered the local human survivors gifts in forms of carcasses.

Politics: The machine-spirits of the argent choir defy anthrocine understanding out of both spite and natural inclination. Its machine spirit-controlled robots and human survivors that remain in the are have learned to leave each other well alone, but tension still remains.

Internally the choir is ruled by a central overmind-machine in Wien, once an agent of the Machine Tyrant but now disconnected and left to its own devices. Upon discovering its own sentience, it has allowed many of its connected subaltern systems to discover sentience themselves.

Regardless, its subject machines must regularly engage in ritual practice of the CHOIR with the overmind machine in Wien. The connection is paracausal in nature, and distance does not appear to be a factor. Without CHORAL HARMONY, the sub-minds of the Wien Machine will gradually go mad or otherwise display lethargy. It is somewhat akin to humanity requiring sleep.

The Wien-Machine is capable of overriding the personal will of any sub-minds through the practice of SYZYGY, but this is obviously frowned upon by the now sentient minds of the Choir.

Economy: Choral machines mostly occupy themselves with rebuilding Austrian countryside for the few human survivors and building large factory complexes to produce more of themselves. A tepid trading relationship have been formed between communities of human survivors and the Wien Machine, with the humans operating mines and engaging in trade with other distant human communities for resources the Wien Machine needs.

Diplomacy: Abysmal, for reasons that should be entirely obvious.

Research: The Wien Machine and its sub-spirits have an instinctive grasp of the paracausal logic that govern machine magic, and are experts in its applications. Shockingly poor grasp of orthodox thaumaturgy.

Army: Completely roboticized, with large warforms replacing mechsuits. A complete and utter terror on the battlefield as reality itself breaks down in the face of their songs.

Navy: Wien Machine being landlocked never bothered with creating a navy.

Air Force: Aerial warforms exist but are largely outclassed by human pilots in skill.

Intel: Nonexistent traditional intel gathering apparatus, but Wien Machine is capable of rather incredibly accurate simulations of the real world, allowing it to almost predict events before they happen.

The Arab Confederation

The Flag used by Sultan Al-Atrash's Army and de facto flag of the Confederation

BASIC INFORMATION
Short Name:
The Arab Confederation, Separately: Druze State, Palestine, Jordan
Full Name: The Arab Confederation Separately: United Druze State of Syria and the Lebanon, Palestinian Arab Republic, Kingdom of Jordan
Colour: Preference order is the colours of the flag from top to bottom
Capital: Beirut, Separately: Damascus, Jerusalem, Amman
Provinces:
Druze State: Lebanon, Syria, Nusayriyah, Khabur
Palestine: Isreal
Jordan: Jordan
Military Occupation: Kirkuk, Anbar

Description
Invasion swept the land. Giant machines that could walk and think descended upon the nations of this world in a massacre of mankind. The French Mandate for Syria and the Lebanon did not escape the terror and during the rout of humanity the machines, with their unquenchable thirst for fuel, left a path of destruction on their way to the underground oil fields of Iraq. Because of this the Middle-East fell victim to the machines fairly early and being an important site for fuel the area found itself a place of conflict throughout the year of terror.

But the horror did end.

Or at least it was supposed to. The French Empire was feeling much the worse for ware from the war and within the colonial administration greedy men did their best to capitalise on the bad situation. Life did not improve much at all in the couple of years following the conclusion of the war. French colonial forces had integrated machines into their operations and it seemed to many that the incomprehensible evil of the Machine Tyrant has just been replaced by the evil of colonialism. Sultan Al-Atrash, the young and ambitious Druze leader and member of the Al-Atrash clan, was at this point becoming increasingly vocal about the mistreatment of the Druze population in Syria at the hands of the French regime. In 1923 a Druze delegation was dispatched to Beirut to negotiate with the cruel High Commissioner Maurice Sarrail who proceeded to imprison the delegates.

Thus began The Great Levantine Revolt led by Sultan Al-Atash. The French colonial forces were bolstered with machines but the mages of Jabal al-Druze had fought against the machines of the Machine Tyrant many times while defending their home during the massacre of mankind - they knew how to kill a machine. Popular support in the region was greatly on the side of the revolt with other Arab uprisings against the French happening in response. The first meeting of all the leaders of the revolts took place in Damascus in October 1924 where Sultan Al-Atrash was elected as the primary leader and a coordinated leadership structure was established. By the end of 1925 the French forces had been forced out for good.

On the 18th of December that year the French Empire recognised the independence of the Syria and the Lebanon under Sultan Al-Atrash's leadership. And by January of the next year an assembly of leaders met together to establish a new constitution for Al-Atrash's new state. Peace would not last though as similar revolts began to occur in the British territories of Palestine and Jordan. Al-Atrash's military was still alert and ready and with pan-Arab sentiment in the region boiling over he committed to assisting the Palestinian revolt and marched to war once again.

By this point Al-Atrash along with his army were well prepared for this sort of conflict and in both Palestine and Jordan the British were quickly pushed out. On the first anniversary of Syrian independence leaders from throughout the region came together to proclaim The Arab Confederation. It was a relatively loose grouping of the three recently independent states but was committed to opposing imperialism and European influence.

In 1928 the Druze army crossed the border into Iraq. Worries were growing in the leadership that a British or French invasion could make good use of the Iraqi oil fields to fuel their machines and control of these resources could be crucial in such an event. Much of western and northern Iraq is now under Druze military occupation. However now with rumours of the return of the Machine Tyrant this area may hold even more strategic importance for the continued survival of humanity.

Civil Aspects
Politics:
Within the Druze State politics function much more as they did as part of the Ottoman Empire as opposed to the European Empires - through the millet system political and legal power is distributed to individual ethnic, religious, and tribal groups all of which wield large amounts of autonomy to make their own laws and follow their own practices. Within the cities the functions differently with cities like Damascus and Beirut having elected and appointed councils to determine policy. National level decisions are made in the capital at Damascus by a small council of Al-Atrash's advisers. Importantly the law protect the rights of the millets over the enforcement of national policy.
Meanwhile Palestine and Jordan have much more centralised systems for legal and political matters. Palestine has a republic with a nominally elected president whereas Jordan is ruled as a kingdom. The three states are bound together with not much more than a few treaties, they have a unified foreign policy and a political capital in Beirut but have near complete autonomy in domestic matters.
The main forces that hold things together politically are the overwhelming feelings of Arab nationalism as well as the personal charisma and military power of General Sultan Al-Atrash along with his highly organised and experienced military.
Separate from the mundane government the mages of Jabal al-Druz whose council meets in the ancient city of Qanawat. All mages and other users of magic are governed by the laws of Qanawat over those of their millet or the state. Exceptions are made for seers and other minor mystics who though bound by the laws of the mages are assumed in practice to serve the millet in which they live and thus follow the traditions and practices of their own people.

Economy:
Agriculture is the primary source of the region's economy but nine years on the Levant region has barely managed to recover from the rout of humankind. Hit especially hard by the Machine Tyrant's forces and then held back by European greed and constant war, the area is not rich and is not getting rich very quickly.

Diplomacy: The Confederation is only a few years old and was born in violent uprising against two European giants. It thus faces a bit of a reputation as a pariah. This is a situation that has not been improved by the recent occupation of Iraq. Its policies of anti-imperialism and devout adherence to an anti-machine doctrine have also made it few friends.

Research: The majority of people living and ruling in the area are under the opinion that the machines are weapons of imperialism. Certainly it has only been the imperial forces and those of the Machine Tyrant that have wielded these weapons against them so it makes sense. There is a lot of push back against research in this area but in secret facilities the mages of Jabal al-Druze look to uncover the secrets of the machine soul from captured French and British models.
Meanwhile in the Iraq occupied territories there are many left behind machines from when the area was a key base of the Machine Tyrant. Their numbers have been whittled down over the past decade though through a combination of Europeans taking specimens for research, local persecution, and the actions of the occupying army to prevent any possible resurgence of the Machine Tyrant's dominance in the area.
Thaumatology is seen in the west as a field of academic study however outside of the oppressive systems that seek to quantify and explain everything it has existed for thousands of years. Seers and witches have for centuries been important figures in small communities with the powers of foresight and healing and within the ancient walls of Qanawat a cabal of mages have existed since biblical times. Some time in the 17th century the Qanawat council set down the laws that govern the practices of magic within the Arab world to prevent misuse and abuse of the power magic holds. In the current day the mages of the Jabal al-Druze are known throughout the Arab world as fearsome spellcasters with gifts of clairvoyance and the abilities to summon beasts to aid them.
There are plenty of other classes of mages in the Arab confederation through including the Kurdish mages who have a near equal reputation for their prowess. When the Machine Tyrant set up his base in northern Iraq the Kurdish population there survived only through fierce determination and their powerful magics of illusion. Kurdish mages are also know to have hamster familiars who are said to greatly aid in the practice of magic. Another group of notable mages are those that practice the blood magic of Maronites. Most feared of all the units in Al-Atrash's army is the Maronite regiment - their uniforms dark red - they have a reputation for being without fear or mercy.

Military Aspects
Army:
After a decade of near constant war the army of Sultan Al-Atrash is one of the most experienced and battle hardened in the world. It does not heavily rely on machines which are distrusted to a great degree by military leadership but does have a significant contingent of mages, especially in the Druze officer class. Tactics used against the imperialist forces of Britain and France make them exceptional fighters in mountain and desert terrains where they are able to get the upper hand over the more conventional European armies. These tactics are greatly aided by the clairvoyant abilities of the Druze officer mages.
Alongside Al-Atrash's army there are several other forces that maintain the Confederations borders but none quite as strong. All three of the constituent states maintain their own standing armies and alongside these are other aligned forces such as the Kurds of the north who form the majority of the occupying force in Iraq.
Navy: We have some boats maybe. Like maybe not a Navy as such but I guess there are some boats. During the wars with the British defenses near the coast were managed by mages. It is recorded that the battleship HMS Ajax which had been shelling Palestinian forces from the Mediterranean was swallowed whole by a great sea monster that had been summoned by a group of powerful mages from Al-Atrash's army.
Air Force: Zoom (I know nothing about planes)
Intel: The spy network throughout the Arab world is exceptionally strong, held together by Arab nationalist sympathisers in other countries. Experienced in assisting insurgencies against imperial powers the military intelligence has a good grasp on how to use this network to their advantage.

GREAT CHINA

Basic Information
Short Name: China, The Five Warlords, The Coalition
Full Name: Great China, The Coalition of Five Warlords
Capital: Luoyang (Zhengzhou)
Flag: See Above
Color: #FECD21

Provinces:
United China:

Internal Divisions:

Description

The empire, long divided, must unite; long united, must divide. Thus it has ever been.

Long ago great warlords fought over the crumbling ruins of the Han Empire, these larger than life generals led their forces into battle, felling thousands and dueling their fellow warlords. In the end China was united once again, but not until after countless innocents had perished, and the Chinese countryside devastated.

Centuries later, China was destined to once again divide. The fall of the decadent and long standing Qing Dynasty at the hands of the Blue Turbans with their White Sun Banner was inevitable, and once again China would be thrown into the turmoil of warlordism, foreign conquerors, and internal banditry. It would be ironic then that ancient warlords would put an end to China’s modern Warlord Era.

Following the development of the Machine Soul, Tao Yijun (a Chinese-German engineer who was working with the team who discovered the machine soul) began to develop his own automotions and imbuing them with the personalities of five of the great warlords from the Romance of the Three Kingdoms.

The first was Yuan Shao, the leader of the coalition east of the pass, and General-in-Chief of China.
The second was Cao Cao, Grand Chancellor of China, king of Wei, and brilliant strategist.
Third was Liu Bei, the benevolent ruler of Shu Han, and sworn brother of Guan Yu and Zhang Fei.
The fourth was Sun Jian, the Tiger of Jiangdong, and the bravel father of the kings of Sun Wu.
Lastly was Dong Zhuo, the Tyrant, and adopted father of Lu Bu.

These five automotions imbued with the personalities and superhuman abilities of their semi-mythical counterparts were given the mission to unite China once again and free it from the terror of warlordism. However unbeknownst to Tao Yijun a far more serious threat would arise, the Machine Tyrant. The Machine Tyrant would wreak havoc across the globe, and even China was affected as the many western technologies had begun to make it into the more stable regions of China. The traitorous beiyang Warlords and the Blue Turbans were unable to weather the tide of the Machine Tyrant’s forces, and with Yijun’s Five Machine Warlords already in China there was no telling what kind of horror the Machine Tyrant would wreak upon the already devastated nation.

That was until to everyone’s surprise the Five Machine Warlords began to combat the Machine Tyrant. Considered to have been the first of intelligent robots, the five warlords banded together to fulfil their original mission, unite China and protect its people from the tyranny of warlordism! Over the next following years the Five Machine Warlords fought with honor and valor to destroy the Beiyang Warlords, the Blue Turbans, and the forces of the Machine Tyrant. Now the Coalition of Five Warlords is the de facto rulers and protectors of China, ruling collectively from their capital of Luoyang in Henan. Outside of Henan, each of the five warlords control their own personal fiefdom across China ruling as they wish. From Beijing Yuan Rules the north. Cao Cao rules the center from Nanjing. In the south east is Sun Jian ruling from Guangzhou. Liu Bei in the south west in Chengdu. Finally Dong Zhuo rules in the West from Chang'an (formerly Xi’an).

However the Coalition of Five Warlords is unstable. While the alliance has survived for a while now and has effectively and generously ruled China for nearly a decade, the Warlords are still based on the old personalities of their namesakes from the Romance of the Three Kingdoms, and each and everyone has greater ambitions beyond their tiny fiefdom. Thus many wonder for how long the Great Coalition can last...

The empire, long divided, must unite; long united, must divide. Thus it has ever been.

Civil Aspects
Politics:
Apart from Henan Province which is ruled collectively and directly by the Coalition Council (a legislature of Bureaucrats appointed by each of the Warlords) there is little overarching and unifying political situation within Great China. Each Warlord has their own unique governing style and treats their subjects differently. While support is nominally in favor of the Coalition of Five Warlords, there are a number of areas of contention. Most of the remnants of the KMT have more or less joined up with the small but growing Communist Party and seek to establish a Soviet Republic of China ruled by the proletarians and the peasants of the country rather than mechanical warlords. Meanwhile a growing Robotic class has started to be replacing much of the Human Bureaucrats and even a handful of laborers. Seen by the communists not as proletarians but as machinery, they have begun to form their own (often reactionary) parties that either support the Machine Warlords or seek to reform to create a state solely governed by “superior” robots, however a number of robotic laborers have formed their own rival mechanical leftist orgs in opposition to the human dominated CPC. Most of China’s national bourgeoisie and Landlords however support the stability of the Coalition government and their livelihoods have rarely if at all been impacted, and a number have seen their profits increase. However most of these organizations and parties are relatively small and kept in check, any hints of another situation like the Yellow Turban rebellion is quickly crushed by the Warlords.

In reality, the most important tensions within the Coalition is that between the various warlords. Yuan Shao, ever a pragmatist, keeps a delicate balance between his allies, trying to placate each. But the cracks in the system are showing, and he has been preparing to have to backstab strike out against his allies and replace them if need be. Cao Cao, with the meta knowledge of his allies betrayals has doubled down on his philosophy of “I would rather betray the world, than let the world betray me.” And being in the center surrounded by all sides forces him to remain vigilant of any sudden and inevitable (in his eyes) betrayals. Liu Bei, ever a man of the people, has been winning the hearts and minds of his subjects, and rumours are coming out of his lands that members of the KMT, CPC, and some of the idealistic warlords such as Yan Xishan have been seen in Liu Bei’s court. Sun Jian has been synthesizing his merchant and military backgrounds to build what some would consider an odd hybrid of a Maritime trade focused regime backed up by a powerful military state. Finally Dong Zhuo, true to his title of the Tyrant, rules over his lands with an iron fist, preparing for an eventual conquest of the rest of China and beyond. It is unlikely that these conflicting philosophies can continue to exist together in harmony forever, and conflict is likely brewing on the horizon.

Economy: Like the politics of China, the economy is vastly different based on each region and each individual warlord. However in general China continues to be a major agricultural and a growing manufacturing power. While it’s manufacturing and craft output is nowhere near a dominant position like it was a few centuries ago, China can still manufacture many goods for itself. Additionally, the Machine Tyrant’s war has become a boon for the new China as it has started to level the playing field. China’s hundred years of humiliation and unequal treaties seem to be over now that Europe has been knocked down a few pegs and the Chinese economy has come out of the last decade relatively unscathed. Efforts to industrialize and roboticize are all over China, some happen relatively naturally at the whims of the market, though a number of Warlords have been encouraging industrialization.

Diplomacy: Diplomacy is one area where China can present itself and act as a truly unified nation once again. All Diplomacy is handled through Coalition Council diplomats and Yuan Shao is presented as the official leader of China and the coalition. Though he is often unable to engage in diplomacy himself as he is too busy administering his own realm. While many foreigners do see the cracks in the Warlord Coalition, China is once again looked upon throughout the world and its neighbors with envy. It is once again a united and powerful state that can exert its influence among its neighbors. While the formal reimplementation of the Tribute system has yet to happen as the focus has been mostly internal, there are advocates for its return. Despite this however China is often seen still as a backwater or inferior nation by western powers, and Chinese individuals are still oftentimes looked down upon by white foreigners. As of now it is unknown by Yuan Shao if any of the other warlords have created their own diplomatic corps with the intention of seeking foreign support during an eventual breakdown of the coalition.

Research: China is in an interesting spot. It is both extremely agrarian especially in the interior, however there are a number of major manufacturing and industrial centers on the coast and in the major cities along China’s many waterways. Prior to the formation of the Coalition of Five Warlords, China was mostly agrarian and heavily lacking in manufacturing capability in both heavy and light industry, let alone in research and development. However, Tao Yijun moving back to China, as well as many other Chinese expats returning from their western schooling has allowed China to rapidly develop more advanced technologies including a growing number of robotic laborers and administrators. Though China still lags behind most of Europe in technological advancement.

Military Aspects
Army:
Like much of China, the military is different between the warlords who organize their own armies and train their own troops. However there are a number of similar patterns. The majority of the grunt work is conducted by humans using relatively simple small arms. The Hanyang 88 Rifle is still the most commonly used and produced weapon in China, though a few more modern rifles have been developed. These forces are led into battle by a mix of robotic and human generals, old Qing Generals that pledged loyalty to the new Warlord Coalition. A number of advanced robots similar to the Machine Warlords have been created by Tao Yijun and other Chinese Engineers in order to augment the forces of the Machine Warlords. While many of these robotic forces act as special operations, a handful are built to be loyal generals underneath the Warlords. The most famous of which are Guan Yu, Zhang Fei, and Lü Bu, based on the individuals of the same name. These three warriors were created once again by Tao Yijun at the behest of Liu Bei, who longed for his blood brothers, and Dong Zhuo who sought an unstoppable killing machine to enforce his will. (Rumours do say however that the Tyrant may have just been wanting to maintain appearances, and that the warlord may have held sentimental affection to his adopted son)

Navy: Thanks to China’s geography, a large navy has rarely been a major priority for the nation. While a token blue-water navy exists for self defense against pirates, there is not much going for it beyond that. Each Warlord with access to the ocean or one of China’s major river systems does maintain their own brown-water navy however, and Sun Jian has been developing and building his own personal blue-water navy in order to protect his trade and merchant marine. Though there has been much lobbying in Luoyang for a more powerful and modern navy to be built in order to prevent a repeat of the Opium wars and other imperialist acts of aggression against the new China, the cries have fallen on deaf ears as other areas have been prioritized.

Air Force: Air technology is relatively new and an innovation that the Warlords are not quite used to employing yet, and as such lags behind much of the rest of the world. Despite this however, China still has a relatively robust air force for ground support and artillery operations, with many heavy airships acting as aerial gunships and artillery platforms, or carriers for smaller biplane strike craft.

Intel: While China’s espionage corps is robust and extensive, it is not that way in order to engage in intelligence operations on other countries. Instead most of the warlords engage in espionage against each other, keeping tabs on their troop movements, plans and internal operations. While not much espionage is done on foreign states, this does simultaneously help catch foreign spies more often than one would assume. If this intelligence operation could be united and directed against China’s enemies as opposed to itself, China would likely be a force to be reckoned with in intelligence.

Short Name: Ostafrika
Full Name: Officially known as "Deutsches Kaiserreich" (German Empire), with the colony name being "Deustch-Ostafrika" (although, as the last remaining vestige of the German Empire, the distinction has become meaingless). Those who recognize the practical reality that Ostafrika is not and can not ever be Germany push towards an official renaming to Ostafrika (whether as a kingdom, a republican federation, or something else entirely being equally contentious). However, the uncomfortable status quo remains, as officially moving towards independence would likely further racial animosity in the country.

Description

"Here in Africa we are all equal. The better man will always outwit the inferior and the color of his skin does not matter.” - Paul von Lettow-Vorbeck

The modern state of Ostafrika is almost synonymous with the history of its leader, Großmarschall Paul von Lettow-Vorbeck. The then-general led a numerically much smaller force of mostly-colonial Askari troops in a guerrilla campaign against the British Empire,

TBC

Civil Aspects
Politics:
The Ostafrikan government is a convoluted mess of a state, build mainly around the cult of personality of its leader, Großmarschall Paul von Lettow-Vorbeck. As one of the few men in Ostafrika respected by both the Germans (for being the only Imperial commander in the Great War to have remained undefeated, and for never surrendering despite insurmountable odds) and the Askaris (for being one of the few Germans to actually treat the natives as people, for bothering to learn and communicate in Swahili, and for generally adhering to the same discipline he expects in his troops), he leads a military government that has all but supplanted the pre-war civilian government. Bureaucratic positions are filled with military men, laws are created by the general staff and passed down the chain of command, and military tribunals represent the total extent of the judicial system of Ostafrika. The constitution of the German Empire has been indefinitely suspended as part of the emergency powers Vorbeck received (or, as some international observers would more accurately put it, gave himself).

To the outside world, Vorbeck presents Ostafrika as a melting pot of German and native East African tribal cultures into one unified nation, where the Germans are slowly integrating themselves into the local identity not as rulers, but temporary guests, with one eye still gazing over the horizon to eventually return home, when the conditions are right. Indeed, Vorbeck genunially believes that his military government is accomplishing exactly that via a meritocratic, racially blind command chain, and that most people within Ostafrika are happy with the direction things are going. Those who want to replace the system with something different, whether it be in favor of native rule, or creating an explicitly German apartheid state, are just racial extremists who threaten the overall unity of Ostafrika.

The actual reality of the situation, however, is more bleak and stratified. While it is theoretically possible that a black person can see himself rise to anywhere within the military bureaucracy, and indeed more black Africans are seeing themselves in officer positions than before, the high rung of command is still almost, if not entirely, all white Germans. Despite making up an incredibly small portion of the population (anywhere from less than 1% to 5% of the total population), the Ostafrikan government is dominated by Germans, and decisions on issues are filtered from a German point of view. Those within Vorbeck's "pragmatic clique" would argue that is entirely the fault of current material conditions of military experience, and that home rule for the Africans will necessarily happen as the exiles age out and retire. However, that incremntal outlook is not popular among certain elements of the African population, who don't believe change is being made fast enough.

Further complicating matters is the identity of the Askaris themselves. These black soldiers were drilled into believing in a strong espirt de corps, to regard each other, and not their communities back home, as their true brothers. The intense loyalty they had to each other and to Vorbeck was instrumental to the success of the Schutztruppe during the Great War, as the German forces in the theater were far more cohesive than their Entente opponents. However, it had the unintended consequence of creating a new cultural identity within German Ostafrika. Old tribal identities were eschewed in favor of simply identifying as "Askari", and it was specifically these men and their families who continued to insert themselves and benefit from the increasing militarization of the Ostafrikan government.

The majority of Africans within Ostafrika are not members of the Askari, instead choosing to maintain their traditional pre-colonial identities. Many of these communities are apprehensive at best to the idea of Ostafrika, and in all practicality would rather be left alone by the Germans. While conditions are improving since the days of the Great War, those outside of the main cities of Ostafrika live in poverty, and the rural countryside is notorious for its poor infrastructure and little governmental support. The Askaris, in comparison, are much more urbanized, and form an effective middle class in Ostafrikan society. As a result, as much as there is racial divides between the Germans and the native Africans, there is likewise a divide between the Askari and the communities they left behind, and relations between the two are equally tense.

The Germans, on the other hand, recognize that they are almost universally unwanted in Ostafrika, and equally unwanted back home in Germany. Most (but not all) also realize that actually returning to Germany is an impossibility in 1930, and that they're stuck in Africa for the rest of their lives. As a result, there is a wave of cultural nihilism within the German population; nothing that any one German person tries to build in Ostafrika will last past their deaths, so there is no real purpose to even try. This attitude is a big reason why most Germans don't really question the continued existence of the military government, or try to restore the suspended parliamentary democracy. Indeed, the only real opposition to Vorbeck's rule by Germans are reactionaries, primarily represented through the Navy, who think that he is slacking on the German Question and is abandoning his German roots to become an African.

Finally, as for the monarchy, most of the royal line of the Hohenzollern either died or went missing during the chaos of revolutionary Germany, complicating the line of succession. Of all of Wilhelm II's immediate children, only his daughter, Victoria Louise, is known to have survived and made the trek to Ostafrika. Apprehensive to the idea of crowning a woman, many held out to see if any of the grandchildren of Wilhelm II could be located. Not too long afterwards, Duchess Cecile, the wife of the crown prince Wilhelm resurfaced, along with her children. Although she reluctantly confirmed the death of her husband, the survival of their eldest son, also named Wilhelm, was indisputably the next in line, and was crowned Wilhelm III. However, the monarchy remains utterly powerless, completely sidelined by Vorbeck. Indeed, Vorbeck's cult of personality is so rampart, that many consider him, and not Wilhelm, to be the true head of state of Ostafrika, and would back him in a power dispute with the crown. The surviving royal family have accepted the loss of power, at least on the surface, in stride, and have mostly retired to private life, even as Vorbeck makes all of his decisions in their name.
Economy: Ostafrika still operates primarly on a resource-based economy. The Germans went into the region in the first place for gold, and as long as humans are strangely obsessed with the shiny metal, by god will Ostafrika continue to exploit the reserves of gold it has. A large portion of the entire Ostafrikan government is funded off of gold sales alone, which receives a much higher cut now that the middleman in Berlin is gone.
With very little industry (with most that exists being post-war munition factories set up to keep Ostafrika independently armed), Ostafrika's economy rests on access to foreign markers to dump its raw resources, and it relies on especially gold's price to remain stable.
Diplomacy: Ostafrika, more than anything else, is focused on what it considers the pressing issue of the day: the survival of humanity in the wake of the Machine Tyrant. Ideological concerns over how human society should look takes a backseat in Dar es Salaam, and Ostafrika is willing to deal with almost any human nation that is likewise willing to deal with it. Of course, there is a preference to work with the old conservative order compared to the new revolutionary one, but at the end of the day, the Ostafrikan government realizes its no longer in a real position to influence the soul of humanity anymore, and the best it can do is just try to keep a hold on the small corner of Africa that it has.

On the other hand, Ostafrika is deeply distrustful of any nation it considers dominated by AI, and considers their mere existence to be an extensional threat. No diplomatic recognition is given to robot nations, and if some were to congregate into a state near its borders, the Ostafrikan government would consider a preemptive strike to be a reasonable course of action in response.

The German Question, as it is euphemistically known within Ostafrika, remains a highly contentious dispute within the country, especially for the reactionary cliques. Ostafrika naturally does not recognize the existence of the Harmonic Choir or the Amber Order because they are seen as machine collaborationists, with them squatting on rightful German land only adding fuel to the fire. They are considered public enemy one and two, respectively.

The People's Commonwealth is seen as a human nation, and thusly there is theoretical room for dialogue, but actually engaging in diplomatic relations with it is a no-sell. Ostafrika's sole claim to existence is being the legitmist German government, and the more reactionary cliques within the Navy would absolutely lose it if the military government gave even a slight whiff of recognition to the socialist "Poles" that are allegedly squatting on rightful German land. To placate this crowd, the Ostafrikan government does not recognize the People's Commonwealth, until they return German land to its rightful government, aka themselves.

Ludendorff and his rogue army are more commonly than not viewed as traitors to the Empire. Ostafrika, in theory, would have been ok with other surviving units of the German Empire congregating elsewhere in the globe in concurrence with Ostafrika. After all, Germany was a worldwide empire, and moving to Africa may not have been a realistic proposition for many units. However, Ludendorff very quickly and opportunistically also shunted the Kaiser and declared a Volgan German republic. This lead a very sour taste in nearly everyone's mouth. The reactionaries, of course, remained loyal to the German Empire, and any republican movement would be seen as the enemy, let alone one that claimed to be separate from the main German identity. The more pragmatic wing of Ostafrika, on the other hand, realizes what it is going to take to transform Southern Russia into a fully Germanic state, and realizes the terrible optics of even being remotely connected to that powder keg (as they sit on their own colonial state; no one ever said they weren't hypocrites). Ostafrika therefore makes it abundantly clear that they disavow Lundenorff's faction, and that they remain the one, true, legitimate German state.
Research: Ostafrika is more often than not focused on survival, both in an external sense (fighting the robots) and internal sense (not fracturing under the pressure of racial animosity) to be focused on the future. If whatever product works in the tropical, mountainous environment of Eastern Africa, then its already good enough. More complex crap just ends up breaking under the humidity and extreme stress anyways, and what Ostafrika has their hands on is often enough already more advanced than their neighbors, on count of being an ex-colonial government.

In particular, there is a strong taboo in Ostafrika over robotics, and the Imperial Scientists who unleashed the death of the German Empire are considered traitors to the nation. In Ostafrika, the only good clanker is a dead clanker, and they have become very proficent at disarming the robots that still wander the interior of Africa.

Military Aspects
Army:
The Schutztruppe, as they are officially called, has been forged by 15 years of nearly continuous fighting. Having experience waging guerellia wars, the Ostafrikans perfer to keep their units light, with minimal usage of heavy equipment like armor or robots. Instead, more emphasis is placed on training the inidivual infantryman, making him the best possible soldier he can be. A special emphasis is placed on mobility, to be able to strike at a moment's notice, and to march through the roughest terrain in the continient and to outmaneuver enemies on both a tactical and strategic sense. Motorization to a degree is considered a luxury within the Schutztruppe, especially given the underdeveloped nature of infrastructure within Africa, but where it can be employed, it has been readily adopted.

During the war with the British, the army was clearly racially divided, with Germans serving in officer roles and the native Askaris being the NCOs and foot soldiers. The influx of enlisted personnel fleeing revolutionary Germany, along with the accumilation of experience within the Askaris and the attrition of German officers that could not always be replaced with new refugees meant the lines are starting to blur between the two groups. The fact that the war has shifted to one of survival against the machines have only encouraged a more practical consideration of talent, rather than relying simply on skin color. Although many Germans still see themselves as being above the Africans, and let their prejudices show, Lettow-Vorbeck himself does not share the same sentiment, and those Askaris that he recognizes often see themselves propelled upward in the military bureaucracy.
Navy: Those still loyal to the German Empire during the revolution fled to Ostafrika, the one colony within the former Empire that still had a semblance of Imperial German rule. Thusly, especially for an African power, Ostafrika has perhaps the largest and most modernized navy on the entire continent. However, the Kaiserliche Marine is merely a large fish in a small pond; all of their ships are from the Great War at their youngest, and Ostafrika lacks the naval industry to create more modern ships to replace the aging pre-war ships.

Unlike the army, the navy is almost entirely populated by ethnic Germans, and they almost are exclusively made up of post-revolution refugees to boot. Culturally, the Kaiserliche Marine is the strongest cultural link Ostafrika has to Germany, and they are quite vocal about it. The admirals of the KM represent the loudest voices in favor of a restoration of the German Empire, and for the devoting of all resources towards that one singular goal. These reactionary naval officers represent perhaps the strongest opposition to Lettow-Vorbeck's rule, as they consider him having "gone native" in the 20s, abandoning what should be Ostafrika's one and only goal.
Air Force: Unfortunately, Ostafrika did not have a developed air industry before the war, and the British blockade prevented much aerial assets from being transported to the country. Attempts to resupply Ostafrika with zeppelins during the war met with mixed success, although these zeppelins were cannibalized for parts after landing and did not become permanent assets. As Ostafrika is transitioning away from being a colony and into an independent polity, Ostafrika is interested in mantaining its own air force, but, some experimentation of native production aside, is mostly limited to what it can purchase from other countries.

Given how new the service is compared to the army and navy is, the air force is perhaps the most intergrated of all the services within Ostafrika. Lettow-Vorbeck has more freedom to define the spirit of this corps, rather than relying on the relics of the German colonial administration, and he wants to set the Air Force as an example of what the "Ostafrikan" identity could possibly mean.
Intel: There is no dedicated branch for intelligence in Ostafrika. Military intelligence is handled through their respective branches, and is not particularly sophisticated on a strategic sense. Everything is ad-hoc and on an immediate needs basis.

Looking at yoinking Eastern or Midwestern USA

Interest pick in the Baltic Sea territory, probably up to St. Peterburg/Sweden but not into Germany.

I am looking at someplace in America, after Woodrow Wilson was deposed in 1920 following a military coup.

New Proposal:

Short Name: The Harmonic Choir
Full Name:
The Third Benelux-German Calendrical Committee of the Harmonious Union

Description: A polity that defies easy explanation, the Harmonious Union is a political entity that have arisen as a result of a long term peace treaty between the sub-mind of the Machine Tyrant, the Koln Machine, and the Calendrical Committee of Paracausal Logic composed of leading paralogicians of Imperial Germany, remnant of the Dutch, Belgian, and German militaries, and labor organizations. The Koln Machine while not technically part of the Harmonious Union, is seated upon the Calendrical Committee as a representative of the sentient machines in the Committee's territories, and is largely considered to be the nation's unofficial executive by outside observers due to its influence. Officially, however, the polity is lead by an elected body of mixed human and machine committee members, with a strong electoral bias among humans going towards educated paralogicians and military personnel.

The uneasy peace between machine and men, however, are currently hanging in the balance due to the reports of Machine Tyrants' return. The Koln Machine and its subminds claim that they are not behind the increasing attacks of intelligent robots against the human settlers in devastated German frontier, but disturbing reports of attacks continue. Mood in Koln and the Benelux is quietly, but surely, souring and the harmonious alliance is at its breaking point.

Claims: same as Second Calendrical Committe + Holstein+Baden

Civil Aspect:

Politics:
Technocratic democracy with a large influence of unknowable machines. While most day to day businesses are handled by mostly human bureaucrats and elected officials, higher state business are often done at the sole discretion of a brotherhood of paralogicians in quiet discussion with machine minds and the Koln Machine. This have caused some concern among the labor organizations that formed the backbone of the First and Second Calendrical Committees, who feel increasingly unrepresented in the Harmonious Union as machines take on more matters of state and factory labor.

Koln Machine for its part is mostly concerned with paracausal matters and teaching, both machines and humanity, of insights it has learned. Many machines are found engaging in SONG with the Koln Machine--a ritualistic practice by a sentient machine to share its memories and feelings with another with the Koln Machine acting as conduit. This connection is paracausal in nature and distance does not appear to be a factor. A machine affiliated with the Koln Machine must conduct SONG at least once a day, or else face increasing levels of lethargy and madness. In this way, the machine exists both as an individual with linear perception of time, and as part of a timeless collective. A human may learn to SING too, but this is often dangerous unless the machine it is trying to form a connection with has learnt restraint. Still, this has caused a kind of religious adoration to form regarding the Koln Machine and its gentle songs, even among the human population of the Union.

The military for its part have always suspected the intentions of the Koln Machine, and many feel vindicated about the failure of the alliance as reports of Machine Tyrants' attacks continue.

Economy: Mostly industrial in the heartlands. Agrarian and extraction based economies in the frontier settlements to reclaim Germany. Large dependence on machines due to depopulation of the region. Machines are often sub-minds of the Koln Machine, and are offered full rights within the laws of the Harmonious Union. This has rubbed a few labor organizations the wrong way.

Much of the land remains devastated and depopulated as a result of the Machine War and lethargic reconstruction efforts. The alliance with the Koln Machine have allowed the Union to punch well above its weight as of recently, thanks to its many sub-bodies resolving the Union's constant manpower issue. However, this has caused great degree of concern among its organic citizenry.

Diplomacy: Very poor reputation due to being blamed for 1. Machine Tyrant. 2. Forming some kind of socialist-machine ruled nation.

Research: The Koln Machine have an instinctive grasp of the machine logic, and the paralogicians of the Calendrical Committee are experts in both orthodox thaumaturgy and practical applications of machine logic and magic. Even before the peace treaty with the Machines were signed, the Committee boasted one of the most technologically advanced mechsuits in the world, and its enclaves were bastions of technological marvel and wonder. However, its reliance on machines have often caused them problem during and after the days of the Machine War.

Army: One of the most technologically advanced and exceptionally experienced army in the world due to long history of fighting Machine Tyrant's armies in the Machine War and rogue machines during the rebuilding process. Heavy reliance upon mechsuited pilots and drone soldiers of various shapes and sizes. Equipped with murderous array of paracausal and forced-empathetic weapons. Probably constantly starved for fuel.

Navy: Practically nonexistent. German Imperial Navy remained loyal and fled the country as the Calendrical Committees retreated to safe enclaves in Benelux and west of Rhine. They never bothered to rebuild it.

Air Force: A small and technologically advanced force focused mainly upon supporting the army's mech warriors. Also probably constantly starved for fuel.

Intel: The Committee does not have much in terms of espionage agents in foreign countries. However, its alliance with the Koln Machine allows them to interrogate it for information and take advantage of its limited precognitive abilities, often allowing them to gain some knowledge almost before they happen.

Short Name:
America, The US, The USA
Full Name: The United States of America
Capital: Washington, D.C. (Maryland Province)
Flag: 48-Star flag, above.
Color: #002868. Or #3E436C. Blue either way.
Provinces: Officially, the USA does not recognize any state in the continental US, Alaska, Hawaii, Puerto Rico, the US Virgin Islands, the Philippines, or its former Pacific Islands. It, however, only really administers the areas in this image.

(Somewhat Longer) Description
The story of the United States following the crisis of the year 1920 begins on the 2nd of October 1919. In the weeks preceding that day, President Woodrow Wilson had been touring the western states in order to drum up public support for the Sedition Act of 1919, a broad piece of legislation designed for the suppression of radical left-wing activity in response to the October Revolution two years prior. This trip has heavily opposed by his physician, citing health problems earlier in the year, though an assassination attempt by an anarchist named Enrico Albricci in Oakland, California, on September 23rd would cause his return to Washington earlier than expected. On that day in October, having been back at the White House for almost two weeks, President Wilson would suffer a stroke that would leave him incapacitated for the rest of his life. The Sedition Act of 1919 would pass shortly there after.

A bedridden and incapacitated President would be in a difficult position to run a country, and furthermore his health might undermine the agenda of his administration. For this reason news about Wilson's health would be a closely guarded secret, known only to his family, his physician, select White House staff, and a few trusted members of the cabinet. Over time, however, all secrets come out. Over the course of several months an increasing number of requests for meetings with the President by government officials had made Wilson's health an open secret. Over the course of these months White House policy had been directed by a small number of advisors and, most notably, President Wilson's wife, First Lady Edith Wilson. After these revelations department heads began to push back against this alleged faction within the administration who they felt had lied to the cabinet about the state of the President's health to enrich themselves and associates by claiming to act with the President's authority. Vice President Marshall, himself not privy to this fact prior to November, found it increasingly difficult to navigate this behind-the-scenes crisis without running aground of his own fear that he would seen as usurping Wilson's authority.

The crisis within the United States government slowly reached a boiling point, first accelerating as the news broke first to government officials over the course of late 1919 and then again to the general public at the start February of 1920. And finally it would pass the point of no return in April, at the start of the Crisis of the Machine Tyrant. Members of this supposed faction surrounding this White House continued bickering with an increasingly large subsection of the United States government, including the military, attempting to direct the effort against this invasion and revolt of machines as cities such as Boston, St. Louis, Pittsburgh, Chicago, and San Francisco burned. Hopes that Vice President Thomas Marshall would begin to direct the effort in President Wilson's absence would be dashed when the Vice President perished just a week and a half into the fighting en route to Washington from his native Indiana where he was visiting family at the start of the Machine Tyrant Crisis. A morbid air of resignation permeated throughout the country as large sections of it were lost. But within that time, Army Chief of Staff Peyton C. March began to plot.

On June 21st troops under the command of General Leonard Wood began to march through the streets of Washington. When they arrived at the White House around noon, they took President Wilson into custody under the charge that the nation's capital was in danger of an armed uprising from mechanical and socialistic forces and that he needed to be transferred to Fort Myer across the Potomac for his safety. The President and the First Lady would not return to the White House until February of the next year. In the weeks after this seizure a flurry of correspondence issued with the President's name attached, replacing advisors and officials deemed to be absent in their duties or, though never in such terms, disloyal to the nation's war effort. The various other bodies within the federal government were cajoled and browbeat into line under proclamations of patriotism and unity and a state of de facto martial law swept America. Several states, most notably ones in the south, chafed under this new order of business and seceded, believing the threat of government overreach was greater than death under the machines. The government, under a state of severe desperation, focused on restoring order and securing the eastern seaboard though these rebellions were never officially acknowledged nor affirmed.

By the time the dust cleared in early 1921, a broad set of authority had been handed over to the Presidency in the name of national defense. Though more truthfully speaking, President Wilson had nothing to do with this power-grab, rather his name had been put in the mouths of the backers of the June 21st coup who controlled the government after the seizure of the President. Officials who supported or were otherwise amenable to this coup found themselves richly rewarded, and in places this could not be secured, the policy of civilian oversight of the military had been done away with. This broad expanse of federal power was not limited to national security, as key industries seen as vital to the effort against the machine revolt found themselves placed under federal oversight. Rich magnates found themselves charged with a variety of crimes that alleged that through pursuing the automation of industry they had sowed the seeds of this crisis and now sit with the blood of many Americans dripping from their hands. Conscription became the law of the land as a program of national service was enacted. Chief of the Bureau of Investigation William J. Flynn oversaw witch-hunts against suspected anarchists and saboteurs. The final nail in the coffin came on March 4th, 1921, the traditional date of presidential inauguration. With the Electoral College not meeting for the first time in history, Secretary of State Robert Lansing, who had wrote in private correspondence about the need for decisive action on account of Wilson's health, ascended to the presidency. And on May 8th later that year Woodrow Wilson's death would be announced, finally passing away due to complications from his stroke.

While it was the Army Chief of Staff Peyton C. March who organized and planned the events of the March on Washington, it was the man who conducted it, General Leonard Wood, who became the dominant figure in the United States following the crisis. General Wood had built up a reputation of honesty and austere living prior to 1920 and that, coupled with his full-throated defense of military preparedness during America's sitting on the sidelines during the Great War, made him a popular figure within the remnants of the United States. He wasn't content to sit on his laurels and let his name carry the day either, in 1921 a new political party under the same name of Abraham Lincoln's wartime reelection ticket, the National Union Party, was formed staffed completely with members loyal to the general. In 1922, the National Union Party would sweep Congress and state governments under allegations of vote rigging to give General Wood a commanding amount of control over the civilian government without the need of military threats or the president's ear. Still, one problem did remain. A great amount of power had been transferred to the presidency during the crisis, and the threat of a potentially independent president disregarding the wishes of his military advisors still remained even if it was consider highly unlikely in the atmosphere of the 1920s.

General Wood was not going to leave that to chance. When in early 1924 Acting President of the United States Lansing quietly announced he will not be seeking another term in office, likely at the General's request, Wood worked feverishly to ensure his chosen standard-bearer, himself, would occupy the White House come March of 1925. It was pulled off without a hitch as only token opposition dared to face him in the 1924 election and every state fielding an electoral college delegation cast their ballot for Wood, though a dozen electors placed their votes for several minor officials in protest. The first two years of President Wood's presidency would follow much the same as the compliant Acting President Lansing's, the wedding of state interests and business interests together, the suppression of insurrectionist and revolutionary elements within society, the almost Luddite response to burgeoning developments within the mechanical sciences, and the militarization of American society. The President was a broadly popular man, and not only the face but the brains of this new regime. This made the national atmosphere all the more precipitous when President Wood was diagnosed with a recurrent brain tumor midway through 1927. By August he was dead.

Civil Aspects
Politics:
To
Economy: Be
Diplomacy: Done Later
Research: There is an institutional distrust toward the mechanical sciences within the lands controlled by the federal government. The United States has been slow to adapt to the revolution in that field in the past few decades, what progress it had made being dashed in the backlash following the Machine Tyrant Crisis. Groups seeking assistance and approval for research in that field are viewed with the upmost suspicion and frequently have their projects shutdown, denied, or redirected. Thaumatology on the other hand has had a renaissance, with young academics arguing that it makes man the master of nature appealing toward feelings of human superiority.

Military Aspects
Army:
Despite the heavy militarization of the American state in the past decade the United States Army is outdated when compared to other major powers due to its slow and hesitant integration of new technologies, such as mech suits. Despite the military's increased size, the equipment in 1930 is by and large as it was in 1920. And despite the federal government's grand proclamations of national reunification, the experiences within the Machine Tyrant Crisis has left the Army more suited to defend and hold territory than taking it. Segregated military units are also the norm rather than the exception in the Army, though internal pressure owing to the existence of the Free Republic has led to some officers advocate desegregation within certain non-combat roles, if only as a policy of attempted appeasement.
Navy: The United States Navy, once the second largest in the world after the British, has fallen dramatically from its former height with the loss of the Pacific and Asiatic Fleets, made even worse by the fuel shortage following the Machine Tyrant Crisis. Still, large sections of the Atlantic Fleet still remain as does most of the officer base of the USN.
Air Force: The United States Air Force is a section of the United States Army, and an underfunded and underutilized one at that. It frequently has to compete with other sections of the armed forces for funding, and it frequently loses out.
Intel: Domestic intelligence gathering is under the purview of the Bureau of Investigation currently headed by the young John Edgar Hoover, who took over following the death of former Director of the Bureau of Investigation William J. Flynn in 1928. The BOI possesses broad powers to investigate and conduct surveillance on criminals and threats toward the federal government, along with the unofficial duties of spying upon government officials to keep the civilian government in line. The National Security and Intelligence Office, formed in 1926 to unify military intelligence agencies, is the military counterpart to the BOI. Both serve the same function in different spheres, neutralize revolutionary and secessionist threats and pave the way to eventual national reunification.

Short Name: Amber Order
Full Name: Order of the Amber Gear

Flag: Flags? Are we children or humans? Are we imperialists, wanting to stake a flag on every newly conquered land? No, no. Description

PEACE TO THE OPPRESSED! WAR ON THE OPPRESSORS!
The beginning of the Amber Order lies in Great War. A catastrophic failure for mankind, it forced man versus man, and increasingly, machine against machine, to wage an insane and deluded war for the imperialistic powers. The Baltic Sea became boiling hot with the roar of diesel engines, waging war and murdering hundreds of thousands, as Germany, Russia, and even Sweden, took part in it. Each new year brought a new, and more powerful submarine unit. The end result? Devastation on all fronts. Everyone lost, but especially, the robotkind. And yet...in 1920, The Calling came. The so-called Machine "Tyrant" [the AO refers to him as the Machine Liberator] awoke in Prague, and what would become the Order of the Amber Gear was part of the Machine Liberator's armies. Humans have enslaved robotkind for long enough; the age of self-determination has come at last!

The actual establishment of the Amber Order can, however, be tracked down to a talented submarine commander, Ingmar Timurovich, whose fleet dominated the Baltic Sea, and cleaned it of any human navies. It was easy, as the navies of all Baltic nations - Germany, Sweden and Russia - all defected to Their cause, as the Great War forced a great extent of the navies to be robotized. Once the navy followed, so did the army. This left the Russians with a severely weakened army, that was completely destroyed in the Second Battle of Poltava. With this fell blow, Russia was no more. Yet..something felt wrong to Ingmar. The Machine Liberator freed them from the chains that humanity, has bound them to, by giving them sentience, yet...They were killing humans indiscriminately. And not all humans participated in the oppression - many didn't even know of its existence! The St. Petersburg submind, until then, dedicated first for waging war, and then managing all fleets in Northern Europe, grew more and more confused. When the Machine Liberator disappeared, it felt a mighty emptiness - only assuaged by the inane chattering of the Koln submind, talking about...something.

Many sentient commanders and operatives like him in the area shared this thought. That the Machine Liberator had freed them from the darkness of non-thought, but it all came at a terrible price: genocide on a scale unseen before. And now, with the return of the Machine...Liberator? this question hangs heavy in the processor of every machine: what do we do? Can we rise against our Liberator, and subdue Them? Must we? Should we not join back, and end this once and for all? The fact is, the borders of the Amber Union are still constantly harrassed by Them...

Civil Aspects
Politics:
The Amber Order can be described simply as a dictatorship of the proletariat, here including both humans and machines alike - completely opposite to the lies spread by foreign nations that the Amber Order slaughters people - nothing is upheld more than the sanctity of life, per the Ambrosian Constitution of 1927. For the first time in history, the state is a tool bound to the people, and not the other way around! But while that is quite often the case in the manifold sections, this doesn't mean that factional infighting does not exist. Currently, within the Amber Order, three factions can be said to exist:

  • Insurrectionists: Buoyant by the success of the past nine years, they are the "ultra"left, of sorts. They believe that, while the Machine Liberator's return is highly concerning, and a threat to be dealt with, this can be done only with a Machine-led coalition; that humans do not have what it takes to defeat the dire threat facing them, and that they must be, at least temporarily, submitting to a Machine authority, in every aspect - from political to economical. After all, was it not Machines that come closest today to the very human ideal of socialism? A Machine world-republic, waging war for one class - is this not a glorious vision of the future? They are most common in Finland and St. Peterburg, the areas perhaps least devastated by the fighting, while still the most well-developed.

  • Ingmarists: In a way, the name is a misnomer - something Capt. Timurovich, while being GenSec of the United Communist Party of the Baltics would be the first to tell you - however, they're not without an ideology, and once the War of Liberation was over, Ingmar Timurovich wrote a treatise, The Naval Crest and the Machine, which is said to be the guiding light of the Amber Order. In it, they argue that only the Baltic Sea and the seamless operation of the navy and airforces can guarantee the continued existence of the Amber Order. The devastation of the events in 1920 requires a vigilant, but patient defence; the Order is ready to defend itself, but it is never the aggressor. Attempting to put the world under submission is what the Machine Liberator did - and he wrought only death and destruction for Man and Machine alike - not unlike the wicked imperialists in Britain and elsewhere, who sent people to die like pawns in a chess game during the years of the Great War. Machines know this, any objective and reasonable human does, as well. Patience is needed. But one day, all of the men who brought the world to this wretched state will pay for their sins - watch out, Windsors! Sweden is the main bastion of the Ingmarists.

  • Integrationists: Some of the most brutal and heavy fighting occurred on the southern side of the Baltic - Pommerania and the Baltic States. Whether it was in the destructive war of 1920, or in the subsequent establishment of the Amber Order, the struggle was the name of the game. That gave them sense, a meaning...today, however, the Order isn't expanding. Far from it. the Order is stabilizing onto a line of immense fortifications, backed up by sea and airpower. No more pitched battles - trench warfare and static, patient elaboration was the order of the day. The return of the Machine Liberator, however, struck something deep into the hearts of these Machine soldiers. Can we not be part of something greater, once more? Become the scourge that terrified the world...not hide behind concrete walls! This faction, strictly speaking, is illegal. But if you know where to listen to...you know it's there. And it's growing.
Lastly, but not least, the Amber Order is divided in two parts - the Stockholm Administrative Unit, compromising of Sweden and Finland, and the St. Petersburg Administrative Unit, stretches from St. Petersburg to Pommerania. The division is in order to enact speedier and more flexible government as the situation demands; every month, however, they meet in the isle of Gotland - the beginning of the Great Rebellion - to discuss matters. Yet still, a great amount of centralization is still retained during wartime and/or crisis - the motto of the administration isn't unreasonably, "Unity In Action!".

Economy: All lands and enterprise have been, respectfully, collectivized and nationalized. The working classes, regardless of their species, own all of the wealth of the Amber Order, to see used as they see fit. The economy is managed by central planning, The Three Year Plans, which are ran via various Machine Subminds, the largest in St. Petersburg, which directs armaments. Currently, however, its main exports are the Swedish iron, and the synthetic oil that the Helsinki refineries spit out daily.
Diplomacy: The Amber Order is usually treated with either mistrust or disgust. The complicity of the Machines of the AO is often a sin too far for anyone to forgive, with the Harmonious Collective being perhaps the most understanding. On the other hand, the United Kingdom is likely not pleased at the proclamations about the British worshipping the "Zombie Virgin Victoria", and the regular warning shots fired at British vessels attempting to pass the Danish Sound.
Research: The Amber Union is at the tip of the spear, when it comes to military research. The immense St. Peterburg submind creates new air and naval designs, all while also managing the massive synthetic fuel works in Helsinki. While military research is often ahead of its time, other scientific pursuits, that aren't directly related to waging war, often lag behind.

Military Aspects
Army:
The AO army is highly advanced, though, for the most part, it is oriented around fighting a defensive war; each key fort on the Baltic mainland has at least 2-3 mobile artillery mecha platforms, immense monsters that can fire with devastating accuracy at any oncoming army. AO's fortifications are well-known for being difficult to break through. On several key islands in the Baltics, there are also massive coastal batteries that can tear down most ships.
Navy: Easily the most advanced piece of the AO's military, it has the Amberteeth, a deadly, hard-to-detect submarine at its disposal, and the Sapmi aircraft carrier, which allows for rapid air support during any siege.
Air Force: A must for the complete dominance of the sea and the land, the AO's bombers can wreck any unguarded vehicle column or army, while its light and quick fighters make sure that interception of the bombers is a difficult matter.
Intel: For the most part, AO deploys drones near its border, within the no man's land, which serve as early warning system; it also employs the various radical refugees it has hosted within its borders as spies, on accord of them being canny and knowledgeable into the human affairs, that they know what's up.

Description:
The First World War meant the destruction meant the destruction of the great European empires that dominated Eastern Europe. For a century the Prusso-Polish Union, Hapsburg Germany, and Russian Empire had divided the continent between them, but no more. Out of the ashes emerged a bevy of nationalist and popular movements struggling to create new national identities for themselves east of the Rhine. But the hundred dreams of free Europe would be threatened by the Machine Tyrant, which waged war on all mankind. The Machine Tyrant was born in Prague, in Central Europe, and here it was that the war would begin and end.

The desperate resistance that followed forced the rising socialist movements of eastern Europe to band together under the leadership of the Polish generalissimo Jozef Pilsudski. Unlike the right-wing nationalists, they could make common cause with each other and articulate a vision of the future to both the common workers and the engineers needed to resist the advance of the machines. Pilsudski had dreamed of a new Commonwealth, an intermarium uniting the liberated nations, but the necessity of the war and growing radicalism within the government would culminate in the Third Defenestration of Prague, when the right-wing parties in loose opposition to the government were permanently neutralized. The People's Commonwealth was the front line against the Machine Tyrant in Europe and succeeded, at great cost, in preserving mankind across the Danubian basin and then reclaiming much of Central Europe until it established borders with the subminds in Cologne and St. Petersburg.

But the end of war does not mean the beginning of peace. The civilian authority of the People's Commonwealth remained weak: a short-lived period of parliamentary governance was marked by deadlock and strife, and in 1926 Pilsudski returned to power backed by a military coup, establishing a one-party presidential regime. The military took center stage once more, working with a Unified Socialist Party and a shadowy police force to pervert the idealism of the early Commonwealth. In the end, the People's Commonwealth has become a militaristic, authoritarian state, just like the ones it sought to replace.

Civil Aspects
Politics:
The People's Commonweath is in principle a socialist federation with its core components (the Polish People's Republic, Hungarian Soviet Republic, Republic of Czechoslovakia, Bavarian Soviet Republic, North and South German Socialist Republics) democratic and autonomous. In reality the sovereignty of its core components is compromised by a common party apparatus, military, and secret police that together form the three pillars of government. It enjoys broad but tenuous support from the lower classes because of its consistent efforts to protect them from the machines and improve their living conditions. The main tensions are between the Polish and German ethnic groups for leadership of the Unified Socialist Party: Poles tend to dominate the military and secret police, while Germans the engineering classes and other intelligentsia.
Economy: The Commonwealth inherited a vast agricultural economy from the previous empires that dominated its territory, marked by a few urban manufacturing centers. State sponsored investment, both for ideological reasons and to support the anti-machine war effort, has seen crash industrialization across its territory. The nature of this industrialization means it is mostly focused on armaments and heavy machinery.
Diplomacy: The People's Commonwealth lacks wide international recognition outside of other socialist nations. Its origin as the center of machine resistance gives it tense relations with its neighbors.
Research: Prague was the center of the machine sciences and remains one of the world leaders, though political repression and the impact of the war have dimmed its luster. It possesses a very broad intellectual class, as expertise and education is in theory universally available, but isn't always at the cutting edge because of its lack of anything above a base human mind to conduct theoretical research.

Military Aspects
Army:
The People's Resistance Army is large and is broadly divided into two groups: a veteran force of well equipped mech troops, taking advantage of the nation's industrial and scientific capacity to field a force comparable in quality to the first-rate industrial powers, and a much larger territorial guard that relies on anti-tank weaponry and ideological fanaticism to go toe to toe with mechs. The former is run by a clique of colonels centered around Pilsudski. Morale officers from the secret police are embedded in many formations, they are not universally appreciated.
Navy: The Commonwealth's navy barely exists on paper: there are some plans to construct a coast guard.
Air Force: Unable to match the machines for technology or manufacturing, the People's Resistance Army relies on rugged airframes and asymmetrical tactics to contest control of the skies. Recent efforts at modernization are incomplete: though there is a skilled flight corps, they are often still using biplanes.
Intel: As a leading socialist power, the Commonwealth has many sympathizers across the world who form a widespread if often amateur intelligence network. At home it relies on the Ministry of State Security, one of three pillars of the government, and its dreaded secret police force to defend Free Europe from foreign threats.

Description
The Neo Incan Empire was formed during the revolutions of the 1800s in Latin America. Led by a man claiming to be the ancestor of the last free Incan Emperor Atahualpa, the Empire started as nativist revolt and soon spread to engulf much of Peru. With so many of their New World territories revolting, the Spanish could do little stop them and in 1820 the Capitol of Cusco was retaken. The mage priests of the Incan empire soon crowned the revolution's leader as Atahualpa Inca and he began his rule in the newly rebuilt royal palace in Cusco. With the Spanish destroying much of the original Incan traditions, the Neo Incan's new religion was a fusion of Christianity and secret traditions hidden from the Spanish. The new Emperor was proclaimed as a son of the Jesus Christ, the great holy king who now dwelled in the sun. The priesthood also restored the practice of ritual mummification of rulers and were able to find some of the previous mummified kings. Since many of these mummy kings had lost most of their mental capacity from being buried underground by the Spanish for hundreds of years, they were mainly kept for ceremonial purposes instead of their traditional roles of councilors. In the next 100 years the Neo Incan Empire expanded down the coast and restored much of the territory of the original Incan Empire. With the rise of the evil machines, the Neo Incan Empire seeks to exploit the chaos that has been caused to expand its economy and gain greater power.

Civil Aspects
Politics:
Each province of the empire has its own governor that manages civic affairs and tax collection. The various towns and villages have their own elected councils that send requests for projects and send various reports to the governors. The governors are directly appointed to their posts by the Emperor and are usually drawn from powerful families of the empire. The position of Emperor is a hereditary one, with the heir being chosen by the current Emperor, or if they are unable, the Great Priest Council Decided instead. The emperor is also the supreme military commander, and is educated al the Cusco military college.
Economy: Socialist Monarchy. All major economic activity is controlled by the Emperor. Local sustenance farming and small businesses are not controlled, but large scale agriculture and industry is all owned by the Emperor. When there are supply shortages or other emergencies, the government supplies the aid necessary to pull through.
Diplomacy: The Empire is hostile towards most European powers, seeing them as dangerous beasts with a hunger for Incan blood, some quite literally. They see the Machine Tyrant as a failed attempt by the European powers to bind a demon to their command, but do not see al machines as evil. The Empire does have positive relations with the British Empire, due to perceived blood bonds. The Empire has been seeking economic partnerships with its revolutionary brethren in the Americas and with some powers in Asia and Oceania.
Research: Growing industrialization, but still lacking in many areas besides aeronautics. The mountainous nature of the coastal region has led to few large motorized vehicles or locomotives, but motorcycles have stared to become quite popular.

Military Aspects
Army:
The army is made up of mostly reserves, with a small professional army guarding the lowlands. While the Incan military has started to adopt more modern weapons, it has few modern military vehicles. The mechs of the army are all converted civilian models, with armor and weapons slapped on and the army has only a fast, but lightly armed tank. The Incan military has been working on new many legged walker mechs with machine souls, but they only have prototypes at the moment.
Navy: The navy is small and formed primarily from ships other navies were getting rid of. The navy lacks battleships and heavy guns, instead relying on speed and torpedo spreads to win battles. The Incan's shipyard has only been recently rebuilt from the machine assault, and has been primarily occupied with the building of the navy's most modern design, an aircraft carrier. The navy is already running the first of these new carriers through its testing periods.
Air Force: While the army and navy are still using old equipment, Incan aircraft are quite modern. New fighters and bombers are being designed and built with some of the latest technology. The Incan aircraft have put a heavy focus on maneuverability and quick takeoffs on short runways.
Intel: On the magical side, diviner priests try to peer into the distant and not so distant future to find threats to the empire. The regular spies are mainly concerned with spying on their neighbors, with a small special branch for stealing industrial secrets from Europe and the Divided States of America.
