Iska's Rise and Fall not working because of blocked research

I tried Rise and Fall by Iska with BNW and i noticed that research is stuck at starting position level (different for each civilization). I tried the mod in question with Il Principe and the same bug occured, but only when I play with historical starting dates. Is creator aware of this problem?

I found a fix to this problem. You need to settle another city because beforehand capital settled or taken from other civilization doesn't reguster as fully yours and tech tree is blocked in result. I just founded another city and using ige i deletedqqq it the same turn, wich fixes the bug
