The only conflict I can particularly think of is Historical Religions Complete or Cultural Diversity. I'll update the mod soon with fixes if that's the case.

The Porfiriato, characterized mostly by the regime based on "Scientists", technocrats to say in some manner who tried to drive the country headlong into modernity through order and progress, or so the saying goes, while supporting the nation through the good old plantations that characterize Mexico so much. Territorial acquisition and specialists is what I felt should the civilization be based around, so I made a, I think, clever way to mix these two ideas to have a good civilization based around Specialists.

UA: Porfiriato - Specialists reduce the culture cost for acquiring new tiles. Plantation based luxuries generate +2 Happiness and +2 Food . When a Worker has finished building a Tile Improvement on a Luxury Resource gain a Food bonus in the city.
UU: Guardia Rurale -
Replaces the Calvary. Unlike the Calvary it replaces, it gains a +25% Combat Bonus when attacking a city that has more than two Luxuries within it's borders. When pillaging Plantations or Mines, this unit grants Gold to your civilization.

Replaces the Stock Exchange. Mining-based resources generate +1 Production and +2 Gold . Plantations generate +1 Food and +2 Gold .
