Which of these is a larger diplo penalty: The Penalty you get from attacking a civ that you said you would move your troops away from their border for, or for attacking a civ that you have made a declaration of friendship with?

You can try denouncing before DoWing. Should decrease the penalty.

The problem is that I'm friends with the civ in question, so that would be yet another diplo penalty 
(I do like the look of your mod, and will probably try it sometime, but this game lacks it, and therefore I would like the answer)
